The committee's report of May 3, 2011 on the intelligence authorization bill for fiscal 2011 records him as chairman: its record votes list "Mr. Rogers (Chairman)", and the Congressional Budget Office letter it prints is addressed to him as Chairman of the Permanent Select Committee on Intelligence. He sponsored the committee's yearly authorization bill for each of fiscal 2011 to 2015, and all five years' authorizations became law. Three were his own bills: fiscal 2011 (Public Law 112-18), 2012 (Public Law 112-87) and 2015 (Public Law 113-293). For 2013 and 2014 the Senate's bills became law instead (Public Laws 112-277 and 113-126); he had sponsored the House versions, H.R. 5743 and H.R. 3381, and he moved the Senate bills through the House. H.R. 5743 passed the House 386 to 28 with his Aye. The official Congressional Directory for the 113th Congress, in its February 2014 edition, lists his committees as "chair, Permanent Select Committee on Intelligence".

Limit: The committee's report and the Congressional Directory settle that he held the office in both Congresses from 2011 to 2015. Whether it was his greatest mark is the campaign's judgment, and the home page's line that the committee under him hunted down terrorists is not something a committee record can confirm.
