Revised Code section 4503.107 lets the owner or lessee of a noncommercial trailer apply for permanent registration. It took effect June 30, 2023, and the Code names House Bill 23 of the 135th General Assembly as its legislation. His own bill on the subject, H.B. 96 of the 134th, passed the House and went no further.
