She has sponsored seven measures on Mexico's treaty water deliveries; only a non-binding House resolution passed, and the other six stayed in committee.
Her campaign says she is leading the charge to pressure Mexico's government to meet its water debt. She has sponsored seven measures pressing Mexico on its treaty water deliveries. H.Res. 683, urging diplomacy to get Mexico to deliver, was adopted by the House by voice vote on November 28, 2023. The other six went no further than committee: H.R. 7468 and the Water Delivery Transparency Act in 2024, and since 2025 H.Res. 71, H.Res. 273 (a reintroduction of H.Res. 683), the Ensuring Predictable and Reliable Water Deliveries Act, and the WATER for Farmers Act, which would raise tariffs on Mexican goods while deliveries fall short. She also sponsored three bills for farmers hurt by the shortfalls; one, H.R. 10113, asked for a $280 million USDA grant to Texas. The American Relief Act, 2025, which she voted for on December 20, 2024 (Public Law 118-158), lets USDA pay block grants that compensate those farmers. On March 19, 2025, USDA announced a $280 million grant agreement with the Texas Department of Agriculture for Rio Grande Valley farmers, with her at the announcement. Limit: Of her seven treaty measures, only a non-binding resolution passed the House. The aid law is a general USDA authority, not her bill's wording, and USDA's notice does not name the law behind the grant; the signed agreement was not read. Whether her work moved Mexico's deliveries is not something these records show.
