Ethics and how Congress works

In short

Taylor's campaign backs banning members' stock trading and lobbying, term limits and jail for stealing public money, and pledges no corporate PAC money. Wittman's campaign cites his budget-deadline bills and votes for a stock trading bill and pay freezes. Taylor's filings through July 15, 2026 show no PAC money the FEC ties to a corporation. Wittman voted for the stock bill, not law, and spending laws that froze pay; his deadline bills never left committee.

Campaign positions

What each campaign says.

Shannon L. Taylor

Would ban stock trading by members of Congress, bar members from ever lobbying, require at least a year in jail for any member who steals $10,000 in public money, and set 12-year term limits she says she will follow herself. Pledges to take no corporate PAC money.

Robert J. "Rob" Wittman

Has introduced bills to stop members' pay when Congress misses budget deadlines and to keep the House in session until spending bills pass. Says he voted for the Stop Insider Trading Act and to freeze members' pay.

He voted for H.R. 7008 when it passed the House 232-198 on July 22, 2026, and the Senate failed to take it up on September 30.

His campaign says he voted for the Stop Insider Trading Act in July 2026. He voted Yea on House passage of H.R. 7008 on July 22, 2026. It passed 232-198. The Senate failed to take it up on September 30. Limit: This card tests his vote. His own trading is not something this vote record shows.

  2. Occurred Jul 15, 2026

    official action

Shannon L. Taylor: Matches stated record claim

Her filings through July 15, 2026 show $341,794.70 from other committees, none the FEC ties to a corporation; her 2025 run for attorney general reported $800,000 from Dominion Energy's PAC.

Her agenda pledges never to take corporate PAC money, as a candidate or as a member of Congress. Her committee's filings through July 15, 2026 list $341,794.70 from other political committees on line 11C. None of those committees is one the FEC records as connected to a corporation. The money came from members' leadership PACs, other candidates' campaigns, labor unions' PACs, membership groups' PACs and unconnected PACs. Limit: This covers filings through July 15, 2026, and relies on the FEC's label for each committee. Leadership PACs and joint fundraising committees that gave to her can take corporate PAC money themselves. The pledge is about her run for Congress: her 2025 state campaign for attorney general reported $800,000 from Dominion Energy's Virginia PAC.

  3. Occurred Nov 12, 2025

    official action

Robert J. "Rob" Wittman: Matches stated record claim

He voted for the 2024 and 2026 spending laws, each of which froze members' pay for that year as one part of a much larger bill.

    Full detail

His campaign says he has voted several times to block raises for members of Congress, most recently in the 2026 Legislative Branch spending law. The 2026 Legislative Branch Appropriations Act, Division C of Public Law 119-37, blocks members' cost-of-living raise for fiscal year 2026. He voted Yea on the final House vote on that law on November 12, 2025. It passed 222-209. He also voted Yea on March 22, 2024 on the final House vote on the 2024 spending law, which froze members' pay for fiscal year 2024. Limit: Each pay freeze was one part of a large spending bill. Two of his votes were read, for 2024 and 2026; earlier years were not.

  4. Occurred Jan 3, 2025

    official action

Robert J. "Rob" Wittman: Matches stated record claim

He has sponsored it in every Congress since 2015, along with two related measures, and each went to committee and no further.

    Read the full check

    Full detail

He says he wrote and keeps reintroducing bills to hold Congress to its budget deadlines, naming the No Budget, No Pay Act, the Inaction Has Consequences Act and the Stay on Schedule Resolution. He has sponsored the No Budget, No Pay Act in every Congress since 2015, most recently as H.R. 208 in January 2025. He has also sponsored the Inaction Has Consequences Act since 2019 and the Stay on Schedule Resolution since 2015. Each was referred to committee and went no further. In January 2013 he voted Aye on H.R. 325, a one-time No Budget, No Pay Act that passed 285-144 and became law. Limit: His own bills have not had a committee vote. The 2013 law was not his bill.
