What they say

Asked on October 8 about his 2019 cosponsorship of and vote for LD 1711, the solar net energy billing law, he said it was Senator Dow's bill, a Republican from Lincoln County, that it cost more than it should have, and that the Legislature has reformed it twice since.

What the record shows · Jul 10, 2023

LD 1711 was sponsored by Senator Dana Dow, a Lincoln County Republican, with Jackson among its cosponsors. He voted Yea when the Senate accepted the committee's report 32 to 2 on June 17, 2019, and it became Public Law 2019, chapter 478. Later laws changed the program it created, two of them net energy billing bills passed while he was Senate President: LD 936 in 2021 and LD 1986 in 2023. A 2025 law changed it again.

Limit: The record shows the bill, his vote and the later laws. How much the changes saved ratepayers is in regulators' and the public advocate's reports, which were not read here.

Maine State Law and Legislative Reference Library · Reviewed Sep 23, 2026

The Legislature's law library lists Troy Dale Jackson of Allagash, Democrat, as President for 2019-2024, followed by Matthea Daughtry from 2025. Its Legislature column for his row reads 128th - 131st, which does not match those years (the 129th Legislature began in December 2018); the years are what this desk relies on. The Legislature's bill summary pages show a legislator's latest title, not the title when a bill was filed, so they cannot date his presidency.
