What the bipartisan and effectiveness indexes measure
What they say
Lawler said he had consistently been rated among the most bipartisan and effective members during his four years serving the district.
What the record shows
The Lugar Center and Georgetown’s McCourt School placed Lawler fourth in their House Bipartisan Index for calendar 2023, released May 14, 2024. Bridge Grades separately showed a 99.2 score and A grade for him in the 119th Congress as of September 28, 2026. The Center for Effective Lawmaking’s March 2025 report identified him as the most effective freshman in the 118th Congress. Bipartisanship and effectiveness measure different things, and Bridge and Lugar use different methods.
