Its text was enacted almost word for word as section 70414 of Public Law 119-21, the H.R. 1 law signed July 4, 2025, which lets 529 accounts pay for credential programs, tests and licenses. Section 70104 makes the larger child tax credit permanent and raises it from $2,000 to $2,200. Section 70102 makes the larger standard deduction permanent and sets the basic amount at $15,750; a joint return gets twice that. Sections 70201 and 70202 create deductions for tips and overtime that end after 2028. Section 71401 appropriates $10 billion a year for fiscal 2026 to 2030 for the Rural Health Transformation Program.
