The bill she led is H.R. 1620, the Chesapeake Bay Program Reauthorization Act, which she sponsored on March 7, 2019. The Committee on Transportation and Infrastructure reported it on December 12, 2019 as House Report 116-338, the House passed it by voice vote on February 5, 2020, and it was received in the Senate on February 10, 2020 and referred to the Committee on Environment and Public Works, where it had no further action. Its engrossed text authorizes $90,000,000 for fiscal year 2021 and rises each year to $92,000,000 for fiscal year 2025: $455,000,000 across the five years. The word "billion" appears no times in either the introduced or the engrossed text, and because the bill never became law it secured nothing.

Limit: She did lead the legislation: she sponsored it and the House passed it. Two other things the sentence says are not in the record. The bill authorizes roughly $455 million over five years and not $85 billion. The desk takes no view on how that gap arose: reading billion as a slip for million gives $85 million, which is neither the bill's total nor any year's figure, and the digits 85 appear nowhere in either the introduced or the engrossed text. And the bill never became law, so it secured no money at all. This card tests the figure and the word "secure" and nothing about what the Chesapeake Bay Program received in any act that did pass. Her words here were read in the Internet Archive's snapshot of 2026-08-03, because her campaign site returns HTTP 403 to automated readers, and the wording is unconfirmed against the live page.
