He voted for H.R. 6703, which expands association health plans, adds oversight of drug-benefit managers and funds cost-sharing payments. It passed 216-211. Three weeks later he voted against H.R. 1834, which extends the larger premium tax credits. It passed 230-196. Neither is law.
