He says extending the pandemic-era health insurance subsidies would bail out insurers, and that more choice and competition would lower premiums instead. He voted for H.R. 6703, which expands association health plans, adds oversight of drug-benefit managers and funds cost-sharing payments. It passed 216-211. Three weeks later he voted against H.R. 1834, which extends the larger premium tax credits. It passed 230-196. Neither is law. Limit: His votes match what he said. Whether either bill would lower premiums is a forecast this record can't test.
