Issue record

The border and immigration

In short

Mendoza's campaign would strengthen port-of-entry security, deport violent criminals and oversee detention more closely. Ciscomani's campaign backs stronger enforcement alongside legal paths for people coming to work or study. No campaign site or position was found for Peters; Swing's campaign calls for abolishing ICE and no border wall. Ciscomani voted for the 2025 law with $4.1 billion to hire more border agents and officers, which does not show how many were added.

Campaign positions

What each campaign says.

JoAnna Mendoza

Would strengthen port-of-entry security, deport violent criminals and oversee detention more closely. In the debate, called for revamping agricultural worker visas to address costs and labor shortages faced by farms, alongside border enforcement.

Juan Ciscomani

Supports stronger enforcement alongside legal pathways for people coming to work or study. In the debate, called for longer guest-worker permits and a solution for DACA recipients and Dreamers. His original cosponsorship of the earlier HIRE Act supports the direction of longer validity for H-2A and H-2B certifications and petitions; it did not become law.

Jereme Lance Peters

His position is not established: no campaign site, social account or questionnaire of his was found. His FEC committee lists no website, and the Arizona Libertarian Party's candidate page came back empty.

Gary Swing

His campaign calls for abolishing ICE, no border wall, and freedom of migration.

    campaign position

Juan Ciscomani: record does not settle this

He cosponsored a temporary tribal ceremonial parole proposal with a conditional $200 fee; it is not law or a blanket zero-fee tourism exemption.

    Read the full check

    Full detail

In the September 10 debate, Ciscomani said he had worked toward keeping cross-border tourism fees from applying to members of the nation in both the United States and Mexico. Ciscomani was an original cosponsor of Rep. Andy Biggs’s H.R. 5904 on November 4, 2025. Its introduced text would create a two-year conditional exception for parole into the United States for sacred tribal or religious ceremonies, cultural exchange or celebrations. It requires a preliminary criminal background check, a written request from a federally recognized tribe with trust land at or near the Southwest border, and enrollment in that tribe’s cultural-participant program. Under those conditions, the applicant would pay $200 in place of the applicable parole fee. The bill’s action record shows introduction and committee referral, not enactment. Why there is no verdict: The targeted introduced proposal is documented. The intended tourism fee and any universal or enacted tribal exemption remain unverified. Limit: This is concrete work toward targeted fee relief. It does not establish zero fees, a blanket exemption for every tribal member on both sides of the border or relief from every tourism charge. The debate does not identify which fee he meant. Parole admission, citizenship status and the bill’s temporary conditions matter; the separate I-94 land-border charge is not the charge this text amends.

Juan Ciscomani: record does not settle this

A 2019 review calls him vice-chair and carries his trade advocacy; an archived governor page says director. Title continuity, an exclusively trade remit and partner rank are unsettled.

    Read the full check

    Full detail

In the September 10 debate, Ciscomani described leading the Arizona-Mexico Commission under the governor with a focus on expanding trade, calling trade expansion its sole focus and Mexico Arizona’s number-one trading partner. A March 2019 trade policy review identifies Ciscomani as commission vice-chair and includes his signed advocacy for the USMCA. An archived governor page separately describes him as the commission’s director. These institutional records support leadership and trade advocacy. The commission’s current mission also includes quality of life, networking and information. Why there is no verdict: Institutional records support leadership and trade focus. Exact title continuity, literal sole-focus scope and the debate-date largest-trading-partner ranking remain source-limited. Limit: The records do not reconstruct an exact continuous title chronology or establish that every aspect of his role or the commission’s work had an exclusively trade remit. This is a role-and-purpose claim, not a claimed numerical increase personally achieved. A directly reviewed dated trade dataset supporting the neighboring number-one-partner assertion was not established in this audit; an inaccessible response is not ranking proof.

    official action

    Juan Ciscomani: Matches stated direction

He voted for H.R. 1, which gives Customs and Border Protection $4.1 billion to hire and train more agents and officers; his own two agency bills have not become law.

    Read the full check

    Full detail

His campaign lists more agents at the border among the results it says he works for. He voted for H.R. 1 (Roll Calls 145 and 190), now Public Law 119-21. Its section 90002 gives Customs and Border Protection $4.1 billion, available through September 2029, to hire and train more Border Patrol agents, port officers and Air and Marine agents, and $2.05 billion for hiring, retention and performance bonuses. He sponsored the CBP HiRe Act of 2024 (H.R. 7369), to give the agency more flexible hiring rules; it was referred to committee and went no further. He also sponsored the Pay Our Homeland Defenders Act (H.R. 8029), full-year 2026 funding for Homeland Security including Customs and Border Protection. It passed the House 218 to 206 on March 26, 2026, with his vote, and has not passed the Senate. Limit: He voted for the money to hire more agents. A law that pays for hiring does not show how many agents were actually added, and his vote was on the whole act, not this section alone. His own two bills on the agency's staff and funding have not become law.

    official action

    Juan Ciscomani: Matches stated direction

He originally cosponsored a 2023 bill proposing three-year H-2A and H-2B certifications and petitions; it did not become law, and his debate did not name its intended bill.

    Read the full check

    Full detail

In the September 10 AZ-06 debate, Ciscomani described supporting legislation to lengthen guest-worker work permits beyond one year. Ciscomani was an original cosponsor of the HIRE Act, H.R. 4708, on July 18, 2023; Rep. Tony Gonzales introduced it. Section 2 proposed three-year validity for H-2A agricultural and H-2B nonagricultural labor certifications and petitions. Section 3 would allow an in-person interview to be waived for a worker renewing either status within four years after it expired. The complete action list records introduction and referral to two House committees on July 18, 2023. The proposal did not pass or become law in the 118th Congress. Limit: The debate did not name a bill. This verifies a related action supporting longer validity, not the identity of the unnamed proposal. His formal role was original cosponsor. Three-year certifications and petitions would not guarantee that every worker could return or remain for three years; the interview waiver would be discretionary. This earlier proposal is not a current entitlement or an enacted permit extension.
