Evidence timeline
official action
He sponsored a 2025 fiscal commission bill and a 2026 deficit-target resolution, neither voted on, and voted for the 2025 law that CBO estimates adds $3.4 trillion to deficits through 2034.
His House website calls the deficit and the national debt unsustainable. He sponsored the Fiscal Commission Act (H.R. 3289) on May 8, 2025. It would set up a commission to find ways to cut the debt and deficit and bring the public debt to no more than 100 percent of GDP by fiscal 2039. On January 7, 2026 he sponsored H.Res. 981, which says Congress should set a target of cutting the deficit to 3 percent of GDP or less by the end of fiscal 2030. Both are still in committee. Limit: Neither has had a vote. He also voted for the 2025 tax and spending law (Public Law 119-21), which CBO estimates adds 3.4 trillion dollars to deficits over 2025-2034, relative to its January 2025 baseline.
official action
He voted for balanced budget amendments in 2011 and 2018, both of which fell short, and cosponsored another in 2024 that never left committee.
His House website says he strongly supports a balanced budget amendment to the Constitution. He voted for a balanced budget amendment on November 18, 2011 and again on April 12, 2018. Both fell short of the two-thirds needed. He was an original cosponsor of another, H.J.Res. 113, in February 2024; it never left committee. Limit: None of these passed. This card tests support for the amendment, not his wider record on spending and deficits.
