Voter guide

Background, stated goals, record, and money

Goals come from the campaign's own platform. Record lines are official actions.

How this guide is built

Background comes from official records, and from the campaign's own biography where the bullet says so; goals are summarized from the campaign's own platform and stay attributed; the record lines are official actions with the government source attached; money is shown as filed, with the filings it covers in the note under the table, and is not evidence of why any position was taken.

What they say

His campaign says he authored and passed legislation to help the next generation of small business owners.

“authored and passed legislation to help the next generation of small business entrepenuers”

What the record shows · Dec 29, 2022

He sponsored H.R. 935, which exempts brokers who help sell privately held small businesses from SEC broker registration. It passed the House 419-0 on May 11, 2022. The same text, under his bill's name, became law as Title V of Division AA of the Consolidated Appropriations Act, 2023, signed December 29, 2022.

Limit: The campaign does not name the bill; this is the one of his that became law and fits the claim. He voted against the spending act that carried it (roll 549, December 23, 2022). Whether it helped new owners buy businesses is not something the record shows.

It became Public Law 116-294 on January 5, 2021. He also cosponsored the GLRI Act of 2016, whose text became law in the WIIN Act, which he voted for (roll 622, 360-61). He was an original cosponsor of the 2024 and 2025 renewals; the 2025 bill, H.R. 284, is still in House committee, and a Senate bill to renew the program, S. 528, passed the Senate on September 29, 2026.

Limit: A June 2017 statement from Rep. Marcy Kaptur's office names him a co-chair of the House Great Lakes Task Force; no later list was found. That he was a founding member of the PFAS Task Force rests on his own office's January 2019 release. David Joyce of Ohio sponsored the 2016, 2019 and 2025 House bills.

He also voted for the 2025 law (Public Law 119-21) that orders new oil, gas and coal lease sales.

Limit: Three floor votes, two of them on laws. The campaign's further claim that his policies brought down energy prices was not tested; no record ties prices to his votes.

It would set up a commission to find ways to cut the debt and deficit and bring the public debt to no more than 100 percent of GDP by fiscal 2039. On January 7, 2026 he sponsored H.Res. 981, which says Congress should set a target of cutting the deficit to 3 percent of GDP or less by the end of fiscal 2030. Both are still in committee.

Limit: Neither has had a vote. He also voted for the 2025 tax and spending law (Public Law 119-21), which CBO estimates adds 3.4 trillion dollars to deficits over 2025-2034, relative to its January 2025 baseline.
