The campaign says McColley's record includes cutting taxes. As Senate president he voted for the 2025 state budget, House Bill 96, on June 11 and June 25, 2025. It cut the top state income tax rate from 3.5% to 3.125% for 2025 and set a single 2.75% rate from 2026. Limit: The budget did many other things; this card looks only at its income tax rates. He did not sponsor it.

The campaign's plan says it would phase out the state income tax, starting with the tax on capital gains. McColley voted for the 2023 state budget, House Bill 33, on June 30, 2023. It cut the top state income tax rate from 3.99% to 3.75% for 2023, then to 3.5% from 2024, when four rates became two. Limit: This is his running mate's record; Ramaswamy has never held office. A lower rate is not an end to the tax, and the budget did many other things.
