Evidence timeline
official action
He was an original cosponsor of Sarah Elfreth's bill, moved it on the House floor, and voted for it when it passed 320-66 in March 2026.
He says he helped lead the bipartisan MAWS Act, which passed the House in 2026 to fight invasive blue catfish. H.R. 4294 was introduced on July 7, 2025 by Rep. Sarah Elfreth, a Maryland Democrat, with Wittman as one of three original cosponsors. He moved the bill on the House floor on March 16, 2026. It passed 320-66 the next day, with his Yea vote, and went to the Senate. Limit: Elfreth is the sponsor. The Senate has not acted on it.
official action
A 2020 conservation law renewed the Chesapeake Bay Program, and its fish habitat title closely follows his 2019 bill; the House passed it by voice vote.
He says he helped write and pass bipartisan laws that strengthened Bay restoration, wetlands, fisheries and wildlife habitat. America's Conservation Enhancement Act became Public Law 116-188 on October 30, 2020. It renewed the Chesapeake Bay Program and wetlands grants, started a Chesapeake watershed habitat program, and wrote a national fish habitat partnership program into law. Its fish habitat title closely follows H.R. 1747, a bill he sponsored in 2019. It also carries, with small changes, three 2019 Bay bills that Democrats sponsored and he cosponsored from the start: H.R. 1620, H.R. 2427 and H.R. 4967. Limit: The House passed the final law by voice vote, so no roll call shows his vote. The law's Senate sponsor was John Barrasso.
