A quick look at the candidates

One stated goal, one checked action and the top committee funding for each candidate. Read the detailed guide for the rest.

What the funding line covers

Funding shows up to the two largest listed committee categories, without individual-donor conduit entries.

Record checked Oct 10, 2026. Money dates are shown separately.

Joe Mitchell

Republican

One stated goal Lower taxes for middle-class families and job creators, and a simpler tax code.

One checked action Voted for House File 700, an emergency prescription refill bill that began as an insulin bill. It passed the House 97-0. The House never took up the Senate's amendment, so it did not become law.

Campaign cash $895,564 on , principal committee only.

Listed committee funding Leadership PACs: $200,100; House: $70,000.

Through June 30, 2026. Cash above has its own date.

Funding scope

Lines 11B, 11C and 12 of his committee's 2025-2026 filings through June 30, 2026, grouped by the FEC's type for each giving committee. Each line matches the committee's own totals: party committees $5,000.00, other committees $407,850.00, joint fundraising transfers $21,415.62. Donations individuals made through WinRed are not in the table, and neither is the $100,000 he lent his campaign, half of it repaid by June 30. The rows sum to 434,265.62 dollars.

Lindsay James

Democratic

One stated goal More homes built, with red tape cut, tariffs on building materials rolled back and down payment help for first-time buyers.

One checked action Introduced House File 447 with Rep. Andy McKean on emergency insulin. The committee widened it to emergency refills of any prescription as House File 700, which passed the House 97-0, with her vote, and the Senate 49-0, but did not become law.

Campaign cash $755,838 on , principal committee only.

Listed committee funding Labor Organization PACs: $95,000; PAC - Qualified: $33,000.

Each line matches the committee's own totals: party committees $10,600.00, other committees $199,905.24, joint fundraising transfers $7,400.00. Donations individuals made through ActBlue are not in the table. The $250 from Iowa People's PAC was refunded in May 2026. The rows sum to 217,905.24 dollars.

Rick Stewart

Libertarian

One stated goal An end to the income tax, replaced by a tax on land value.

One checked action No official action is listed in this desk. The detailed guide explains the gap.

Campaign cash No campaign cash figure is included in this desk.

Listed committee funding No committee funding breakdown is included here.

Funding scope

There is no money table because the FEC lists no 2026 House campaign for him. A House candidate must register once he raises or spends more than $5,000; whether he has is not something the record shows.

Dave Bushaw

No Party

One stated goal Medicare for All, replacing premiums, copays and deductibles.

One checked action No official action is listed in this desk. The detailed guide explains the gap.

Campaign cash $11,570 on , principal committee only.

Voter guide

The candidates, side by side

Goals come from each campaign's own platform. Record lines are official actions.

How this guide is built

Background comes from government or official office records, and from the campaign's own biography where the bullet says so. Goals are summarized from each campaign's own platform page and stay attributed to the campaign. The record lines are official votes, sponsorships, and filings with the government source attached. Money is shown as filed, by the type the FEC records for the contributing committee, and is not evidence of why any position was taken. Money rows are itemized receipts from political committees; transfers from joint fundraising committees and the conduit entries for earmarked individual contributions sit on their own rows; other memo entries, reimbursements, and receipts from organizations that are not political committees are excluded; each candidate's note gives the filings it covers, and some notes also compare the rows with the campaign's own FEC summary.

Joe Mitchell

Background

  • A Republican state representative from Henry County for two terms, 2019 to 2023. His campaign says he ran at 20 and was the youngest legislator in Iowa history.
  • HUD named him regional administrator for Iowa, Kansas, Missouri and Nebraska in July 2025. His financial disclosure lists 2025 pay as chief of staff at the Federal Housing Finance Agency.
  • His campaign calls him a workforce housing developer. Iowa's workforce housing tax credit award tables list projects in Grinnell, Clear Lake and Dyersville by two firms his disclosure names him a partner in.

What they say they want to do

  • Lower taxes for middle-class families and job creators, and a simpler tax code.
  • More homes built for less by deregulating home building.
  • Term limits and a full ban on stock and prediction-market trading by members of Congress.
  • A secure border, deportation of criminal illegal immigrants and a temporary ban on H-1B visas.
  • Fewer farm regulations, wider export markets and more fertilizer made at home.

What the official record shows

  • Voted for House File 700, an emergency prescription refill bill that began as an insulin bill. It passed the House 97-0. The House never took up the Senate's amendment, so it did not become law.
  • Cosponsored House File 2351 with members of both parties, a bill on mobile home park tenants. A subcommittee recommended it; it went no further.
  • Voted for Senate File 619, which became law. It ends Iowa's inheritance tax from 2025.
  • Voted for House File 2317 on its final House vote. It became law and phases Iowa's income tax down to a single 3.9 percent rate.
  • Voted for House File 2562, which became law. It gives mobile home park tenants 90 days' notice of a rent increase instead of 60.

Lindsay James

Background

  • A Democratic state representative from Dubuque since 2019, now for House District 71.
  • An ordained Presbyterian minister who worked as a chaplain on college campuses before she ran for office, her campaign says.
  • Her campaign says she was PTA president at Irving Elementary in Dubuque and served on the city's Community Development Advisory Commission.

What they say they want to do

  • More homes built, with red tape cut, tariffs on building materials rolled back and down payment help for first-time buyers.
  • Child care costs capped as a share of family income, and national paid family and medical leave.
  • A Medicare buy-in at 55, Medicare negotiation of all drug prices, and the Medicaid cuts reversed.
  • No corporate PAC money, a ban on stock trading by members of Congress, and an amendment to overturn Citizens United.
  • A new farm bill and a national right-to-repair law for farm machinery.

What the official record shows

  • Introduced House File 447 with Rep. Andy McKean on emergency insulin. The committee widened it to emergency refills of any prescription as House File 700, which passed the House 97-0, with her vote, and the Senate 49-0, but did not become law.
  • Voted for House File 262, the emergency refill bill again, which passed the House 91-0, and House File 263, an insulin coverage bill, which passed 89-2. A Senate subcommittee recommended each; neither went further.
  • Voted against House File 2317, which became law and phases Iowa's income tax down to a single 3.9 percent rate.
  • Voted against the amendment that rewrote House File 2562, then for the bill, which became law and gives mobile home park tenants 90 days' notice of a rent increase.
  • Introduced House File 658 on insurance coverage for insulin, the fifth insulin bill she has sponsored since 2019. It was referred to committee and went no further.

Rick Stewart

Background

  • Lives in Cedar Rapids and has run as a Libertarian for governor in 2022, the U.S. Senate in 2020 and secretary of agriculture in 2018.
  • He stayed on the ballot after a challenge to his nomination papers, which used Richard where his affidavit used Rick; a district judge ruled for him on August 1.
  • No 2026 campaign site was found. The site at his filed email domain is from his 2022 race for governor.

What they say they want to do

  • An end to the income tax, replaced by a tax on land value.
  • A monthly basic income for every citizen 18 and older in place of every assistance program, funded by redirecting payroll taxes.
  • Lifetime green cards sold at auction to vetted immigrants.
  • A universal carbon tax, paid back to people per head.
  • The elimination of all nuclear weapons.

What the official record shows

He has never held public office, so there are no votes or official acts to list. His past races are results, not a record of conduct, and his 2026 statements make no claim about a record of his own.

Campaign money from other committees, by type

There is no money table because the FEC lists no 2026 House campaign for him. A House candidate must register once he raises or spends more than $5,000; whether he has is not something the record shows.

Dave Bushaw

Background

  • A farmer from northeast Iowa who, his campaign says, owned farmland at 19 and ran a squash farm, Solidarity Fields, from 2014 to 2019.
  • A folk and labor musician and organizer. His campaign says he built the Midwest operation of United Today, Stronger Tomorrow from 2020 to 2025.
  • Worked for Bernie Sanders' 2020 presidential campaign, which paid him salary from September 2019 to March 2020 and travel costs in April 2020.

What they say they want to do

  • Medicare for All, replacing premiums, copays and deductibles.
  • An end to right-to-work laws and federal labor protections for farm workers.
  • National citizen referendums and a ban on stock trading by members of Congress.
  • Federal limits on train length and on how long trains may block road crossings.
  • A legal path to citizenship for undocumented workers who are not criminals, alongside strong borders.

What the official record shows

He has never held public office, so there are no votes or official acts to list. His organizing work is described by his campaign and is not an official record; the one part a public filing shows, his Sanders campaign job, is on his card.

Public statement

Iowa debate checks cover cross-party work, consulting and PAC records

Named cross-party examples back James’s policy work from 2019 through 2025; her every-year claim through 2026 is still open. Her housing, worker and health-care checks separate proposals and advocacy from results. Mitchell’s consulting timeline and never-lobbyist statement carry source limits. A donor reports a contribution not found in the recipient filings we reviewed; the report does not show acceptance or a pledge violation.

Named in this record: Lindsay James, Joe Mitchell

Public statement

James's housing proposals checked, annual claim remains open

Official records name James on workforce-housing, renovation-grant and housing-tax-credit proposals in 2020 and 2023. The bills' histories show none passed. Yearly and bipartisan work, and adoption through other bills, are still open.

Named in this record: Lindsay James

Public statement

James's support for Whirlpool workers checked

A February legislators' letter and a union's March report naming her at a rally document James's support for Whirlpool workers. The check makes no finding on picket-line attendance, tariff effects or jobs saved.

Named in this record: Lindsay James

Public statement

James's bipartisan examples checked, annual claim still open

Official Iowa records show selected cross-party policy examples from 2021, 2023 and 2024. Two stayed proposals; one terminology resolution was adopted. They do not verify James's claim of bipartisan policy work every year.

Issue comparison

What each campaign says

Each campaign's own positions, not promises The Stated Record has verified or endorsed.

Taxes

Mitchell's campaign backs middle-class tax cuts and simpler taxes; James's backs a bigger child tax credit and no tax on tips, overtime or Social Security. Stewart's would swap the income tax for a land tax; Bushaw's backs a payroll tax for universal health care. Mitchell voted for two tax-cut laws. James voted for a steel plant tax credit law, and in committee for tips and overtime bills that never reached a floor vote and do not cover Social Security.

What each campaign says

Joe Mitchell

He says he will cut taxes for middle-class families and job creators and simplify the tax code.

Lindsay James

Wants a larger, fully refundable child tax credit funded by higher contributions from wealthy people and large corporations. In the debate, supported no tax on tips, overtime or Social Security. Her tips and overtime committee votes are documented; the Social Security vote portion of the claim is not settled.

Rick Stewart

He wants to end the income tax and replace it with a tax on the value of land, which he called the fairest tax of all.

Dave Bushaw

His platform proposes a payroll tax to fund universal health care in place of premiums and deductibles. It states no other tax position.

Housing

Mitchell's campaign backs fewer home-building rules; James's backs less red tape, lower tariffs on building materials and down payment help. Stewart's campaign lists no housing position on the pages checked; Bushaw's backs an FTC probe of private equity buying homes. On the record, Mitchell's firms have state awards for 66 units, not a count of finished homes. James voted for a 2022 mobile-home tenant law, and her own housing bills did not pass.

What each campaign says

Joe Mitchell

He says over-regulation and a shortage of homes for sale have priced out buyers, and that deregulating home building would let builders build more for less.

Lindsay James

She wants to cut red tape and roll back tariffs on building materials to build millions of homes, and to give first-time buyers down payment help.

Rick Stewart

No housing position was found. His 2026 Soapbox speech, as reported, did not address it, and his only site is from his 2022 race for governor.

Dave Bushaw

He wants the FTC to investigate private equity buying up homes, rentals, trailer parks and nursing homes, and a new law separating commercial and investment banking.

Health care

Mitchell's campaign backs lower costs, more choice and key Affordable Care Act protections; James's backs a Medicare buy-in at 55 and reversing Medicaid cuts. Stewart's campaign would turn payroll taxes into a basic income; Bushaw's backs Medicare for All. On the record, James voted for a 2024 pharmacy law allowing the emergency refills she sought; her insulin coverage bills never became law. The record does not settle her account of naming Amerigroup over denied care.

What each campaign says

Joe Mitchell

He wants lower costs and more choice while keeping key protections from the Affordable Care Act, and drug and insulin prices in line with other developed countries.

Lindsay James

She wants to lower the Medicare buy-in age to 55, let Medicare negotiate all drug prices, reverse Medicaid cuts and restore Roe v. Wade.

Rick Stewart

He wants to redirect the payroll taxes that fund Social Security and Medicare, with other assistance programs, into a monthly basic income for every citizen 18 and older.

Dave Bushaw

He backs Medicare for All as written in the Sanders, Jayapal and Dingell bills, replacing premiums, copays and deductibles with a payroll tax.

Immigration and the border

Mitchell's campaign backs border security, deporting criminal illegal immigrants and a temporary H-1B ban; James's backs more border spending and a path to citizenship for working, taxpaying immigrants. Stewart's campaign backs green-card auctions for vetted immigrants; Bushaw's backs strong borders and a path to citizenship for workers who are not criminals. On the record, James cosponsored a 2025 Iowa House resolution urging Congress to pass a citizenship bill for some adoptees; it changes no law.

What each campaign says

Joe Mitchell

He wants to secure the border, deport criminal illegal immigrants and reform immigration law, and supports a temporary ban on H-1B visas.

Lindsay James

She wants more spending on border security, more immigration judges, a path to citizenship for working, taxpaying immigrants, and new leadership and training at ICE.

Rick Stewart

He wants vetted immigrants to bid for lifetime green cards at auction, and citizens rather than the government to decide refugee and humanitarian cases.

Dave Bushaw

He says strong borders are necessary, and wants a legal path to citizenship for undocumented workers who are not criminals, with English classes.

Money in politics and ethics

Mitchell's and James's campaigns pledge no corporate PAC money and back term limits; James's backs overturning Citizens United. Stewart's campaign lists no 2026 position on this topic on the pages checked; Bushaw's backs limiting election spending to individuals. On the record, a corporate PAC reports giving Mitchell's campaign $1,000, which his filings do not show. James's campaign took $500 from a corporate PAC before her first dated pledge and kept it through June 2026.

What each campaign says

Joe Mitchell

He says he takes no corporate PAC money, and supports term limits of twelve years in each chamber and a full ban on stock and prediction-market trading by members of Congress.

Lindsay James

She says she will never take corporate PAC money, and wants a congressional stock-trading ban, a ban on members becoming lobbyists, term limits and an amendment to overturn Citizens United.

Rick Stewart

No 2026 position was found. As reported, he told voters not to vote for a Republican or a Democrat. His 2022 site for governor backed ranked-choice voting.

Dave Bushaw

He wants a ban on stock trading by members of Congress, a constitutional amendment limiting election spending to individuals, national citizen referendums and a larger House.

Farming

Mitchell's campaign backs fewer farm rules, wider global market access and more U.S.-made fertilizer; James's backs a new farm bill, conservation and ending tariffs she says cost farmers their markets. Stewart's campaign would replace farm subsidies with a basic income; Bushaw's backs labor rights for farm workers. On the record, James cosponsored a 2020 bill to raise a state resource protection fund that sends about a fifth to soil and water; it did not pass.

What each campaign says

Joe Mitchell

He wants fewer regulations on farms, wider access to global markets and more fertilizer made at home.

Lindsay James

She wants a new farm bill, a national right-to-repair law, support for conservation practices and an end to the tariffs she says have cost farmers their markets.

Rick Stewart

He said farm subsidies would end along with every other assistance program, replaced by a basic income.

Dave Bushaw

He wants federal labor protections for farm workers, including the right to unionize, and says private equity is buying up farmland. His platform has no farm-program proposals.

Energy and utility costs

Mitchell's campaign backs every energy source to lower costs; James's backs fast-tracking new energy and holding utilities responsible for price gouging. Stewart's campaign backs a carbon tax refunded to everyone; Bushaw's backs letting states and towns regulate data centers. On the record, Mitchell voted for laws crediting self-made power like solar and requiring E-15 sales; neither tests other sources he names. James voted for a 2026 nuclear tax cut law that sets no utility rates.

What each campaign says

Joe Mitchell

He wants every source used, from oil, gas, coal and nuclear to hydro, solar and wind, to lower costs and reach energy independence.

Lindsay James

She wants new energy sources fast-tracked to bring utility costs down, and big utilities held responsible for price gouging.

Rick Stewart

He wants a universal carbon tax, with the money paid back to every person in participating countries.

Dave Bushaw

He wants states and towns to keep the power to regulate data centers, which he links to rising utility bills.

Words and record

Where statements meet official action

Each card sets one thing a candidate says beside their own official record, with one label from a fixed list and its limit. No card says why someone did something.

How the cards work

The number of cards varies with what each candidate's official record supports, and every card carries the same required parts: what they say, what the official record shows, one label from the fixed list, and its limit. Each card is labeled narrowly, by rule. A single vote, sponsorship, or filing can match one claim without proving a candidate's whole record.

Matches stated record claim

What they say

His campaign says that in the legislature he put Iowans first by lowering taxes and cutting red tape.

What the record shows ·

He voted for two tax cuts that became law: a 2021 bill ending the inheritance tax from 2025 and a 2022 bill phasing in a 3.9 percent flat income tax. The red-tape part was not tested.

Quotes, full record and limits

What they say

His campaign says that in the legislature he put Iowans first by lowering taxes and cutting red tape.

“During his time in the legislature, Joe put Iowans first by lowering taxes, cutting red tape, and fighting for families, farmers, and small businesses.”

What the record shows ·

He voted for two tax cuts that became law. On May 18, 2021 he voted for Senate File 619, which ends Iowa's inheritance tax for deaths from January 1, 2025. On February 24, 2022 he voted for House File 2317 on its final House vote; it phases the individual income tax down to a single rate of 3.9 percent and exempts retirement income. Both became law.

Limit: He voted for both cuts; other members sponsored and managed them. The red-tape half of the claim names no law and was not tested.

No assessment

What they say

His campaign pledges to refuse corporate PAC money, and he repeated that pledge in the October 1 debate.

What the record shows ·

Trinity's corporate PAC reports $1,000 in Dec. 2025. Recipient filings through June 30 do not establish receipt or refund; donor reporting proves neither acceptance nor a pledge violation.

Quotes, full record and limits

What they say

His campaign pledges to refuse corporate PAC money, and he repeated that pledge in the October 1 debate.

What the record shows ·

Recipient-side records used in the earlier check include $48,000 from ten trade-association PACs, $2,000 from CHS's cooperative PAC and $5,000 from a membership-organization PAC. The FEC separates those classes from Corporation PACs. A separate Trinity Industries Employee PAC filing reports a $1,000 contribution to Joe Mitchell for Congress, C00918979, on December 12, 2025; the FEC classes Trinity as a Corporation PAC. The retained recipient year-end, amended Q1 and Q2 report texts do not establish the corresponding Trinity receipt or refund.

Why there is no assessment here

The Trinity donor/recipient discrepancy remains unreconciled. A donor-side disbursement does not establish recipient acceptance or a pledge violation.

Limit: Donor-reported disbursement is not proof of recipient acceptance. The donor/recipient discrepancy is retained as unresolved, without a finding of a pledge violation. The reports end June 30, before the October debate.

Matches stated direction

What they say

His campaign says the country should use every energy source, from gas, oil, nuclear and coal to hydro, solar and wind, to lower costs.

What the record shows ·

He voted for a 2020 law on how utilities credit customers who make their own power, such as solar, and a 2022 law requiring most gas stations to sell E-15; both passed widely.

His campaign says the country should use every energy source, from gas, oil, nuclear and coal to hydro, solar and wind, to lower costs.

“We should use every tool our nation has at its disposal including natural gas, oil, nuclear, clean coal, hydro, solar, and wind power to lower costs and strengthen American energy independence.”

What the record shows ·

He voted for two energy bills that became law. On March 3, 2020 he voted for Senate File 583, which passed the House 98-0. It sets how utilities bill customers who make their own power, such as with solar panels, and credits them for power they send to the grid. On April 26, 2022 he voted for House File 2128 on its final House vote, 81-13. It requires gas stations, with some exceptions, to sell E-15, a gasoline and ethanol blend.

Limit: Both passed by wide margins. Ethanol is not on his list, and neither bill tests the oil, gas, coal, nuclear, hydro or wind parts of it.

What they say

Her campaign describes work across party lines on affordable insulin. In the October 1 debate, James described a reputation for challenging insurers and drug companies that denied care to constituents.

What the record shows ·

In 2019 she and Rep. Andy McKean introduced House File 447 on emergency insulin. The committee widened it to emergency refills of any prescription as House File 700. It passed the House 97-0 with her vote and the Senate, amended, 49-0, but the House never took up the amendment. In 2021 the same refill bill passed the House 91-0 as House File 262, with her vote. She also voted for House File 263, an insulin coverage bill that passed 89-2. Neither got past a Senate subcommittee. In 2023 and 2024 she voted for House File 555, now law, which lets pharmacists refill a prescription without the prescriber's approval under Board of Pharmacy rules. Four more insulin bills she sponsored, from 2020 to 2025, got no further than referral. She also introduced HF 2508 in February 2022 on emergency prescription refills and associated insurance coverage; its history records referral to Commerce.

Limit: The refill access she first sought became law in 2024, in a wider pharmacy bill that does not name insulin. The cost half has no law behind it: none of her insulin coverage bills passed, so the record does not show Iowans getting cheaper insulin from her work. These legislative records document health-access work; they do not independently establish her reputation, every confrontation with an insurer or drug company, or privately reported constituent outcomes.

What they say

Her campaign describes work across party lines to protect mobile-home residents. In the October 1 debate, James said she fought for residents against private-equity owners and described purchases across mobile-home communities, nursing homes, storage units and assisted-living facilities.

What the record shows ·

In 2020 she was one of sixteen sponsors, from both parties, of House File 2351 on mobile home park tenants; a subcommittee recommended it and it went no further. In 2022 she voted against the amendment that rewrote House File 2562, then for the bill, which became law. It gives tenants 90 days' notice of a rent increase or a cancelled lease, up from 60, remedies when a landlord fails to supply water or other essential services, and longer protection against retaliation. Her own bills went no further: House File 2337 (2024), 180 days' notice and a public justification for a rent increase; House File 2432 (2024), attorney general enforcement; House File 481 (2025), one rent increase per calendar year with insurance/infrastructure exceptions, which a subcommittee recommended; and House File 482 (2025), ending a lease only for a serious breach. She was first sponsor of the 2024 bills and one of two on the 2025 ones.

Why there is no assessment here

Her legislative activity is documented. The cited bills and votes do not independently establish the described private-equity purchases across the named sectors; that purchase assertion remains source-limited.

Limit: The law she voted for does not limit how often rent can rise or make a landlord justify an increase, which her own bills sought and did not get. HF 481 is a proposed frequency restriction with exceptions, not an enacted rent-price ceiling; HF 482 concerns termination for material lease violations. Those landlord-conduct proposals apply regardless of private-equity ownership.

“will never take corporate PAC money”

What the record shows ·

Her committee took $500 from O'Neill and Associates PAC on December 14, 2025. That PAC's latest statement of organization, filed in 2009, says it is the separate fund of a corporation, O'Neill and Associates of Boston. The gift came before the earliest dated pledge found, on April 2, 2026; a pledge before the gift is not established. Her reports through June 30, 2026 show it was not returned. No other committee that gave to her is recorded by the FEC as a corporation's PAC; the largest share of her committee money is from labor unions.

Why there is no assessment here

The gift was taken before the earliest dated pledge found and was not returned through June 30, 2026. Her report due October 15, the first that could show a refund, has not been read.

Limit: One $500 gift out of $217,905 from committees, taken before her earliest dated pledge found and kept after it. The FEC's searchable record lists no type for this PAC; its paper filing does.

It asks the President and Congress to pass the Adoptee Citizenship Act, for people born abroad and adopted by U.S. citizens who were already 18 or older themselves when the Child Citizenship Act of 2000 took effect. The Iowa House adopted it on March 27, 2025.

Limit: A resolution is a request to Congress and does not change the law. It covers only these adoptees, not the wider path to citizenship she calls for.

In 2020 she was one of 36 sponsors of House File 2342, which would have raised the yearly amount state law sets for the state's Resource Enhancement and Protection fund from $20 million to $25 million. State law sends about a fifth of that fund to soil and water programs. The bill went to the Appropriations Committee and no further.

Limit: The bill did not pass. Most of the fund goes to parks, open space and other uses, not farm practices.

What they say

In the October 1 Iowa's News Now debate, James said she supports no tax on Social Security benefits, tips or overtime and had voted for a piece of Iowa legislation supporting those positions.

What the record shows ·

The April 17, 2025 House Journal records James among 24 Yeas, no Nays and one excused on two April 16 Ways and Means committee recommendations: an overtime exclusion, formerly HF 110, and an amended tip exclusion, formerly HF 268. The proposals became HF 1024 and HF 1030. The latter would deduct up to $25,000 of qualified tips for net income below $155,000, only in years without a corresponding federal deduction. Both official histories checked October 4 end with rereferral to Ways and Means on May 15, 2025, without floor passage or enactment. Iowa Code 422.7(8) already subtracts federally taxable Social Security benefits; that provision is institutional tax law, not a record of a particular vote by James.

Limit: These are two committee votes, not one three-topic full-House vote or enacted relief. HF 1024 concerns specified overtime beginning in 2026; HF 1030 also has occupation conditions. Existing Social Security tax treatment does not establish her individual legislative-vote claim. The identified votes corroborate committee support on tips and overtime. A particular James vote on Social Security, or one bill covering all three named subjects, is not settled here because it was not identified. That gap does not establish that she never voted on Social Security.

Quotes, full record and limits

What they say

In the October 1 debate, James described putting forward policies with colleagues across party lines every year in the Iowa legislature.

What the record shows ·

Named cross-party examples span 2019 through 2025: emergency-insulin HF 447 (2019, with Andy McKean before his April 23 party switch), mobile-home HF 2351 (2020), nonprofit-food-bank tax HF 579 (2021), Ukraine-support HR 108 (2022), magistrate-retirement-age HF 528 (2023), brain-health terminology HR 102 (2024) and adoptee-citizenship HR 14 (2025). Official sponsor lists and contemporaneous party records support these examples. HR 108 was adopted March 8, 2022; HR 102 on January 17, 2024; HR 14 on March 27, 2025. HF 579 and HF 528 remained proposals in the captured histories.

Why there is no assessment here

The literal every-year assertion through the October 2026 debate is not established: no additional substantive cross-party policy example for 2026 was identified in the captured sponsor/amendment records. That gap does not prove she did no bipartisan work in 2026.

Limit: Bills and nonbinding policy resolutions are distinct records. Sponsorship establishes participation, not that every proposal passed, every negotiation she joined, a federal farm-bill result or a future vote in Congress. The brain-health resolution did not itself change treatment or fund services.

What they say

In the October 1 debate, James said she had fought every year on affordable housing policies, including bipartisan work, and pointed to protections for mobile-home residents.

What the record shows ·

Separate from her mobile-home bills, James was a named sponsor of HF 2610 on March 5, 2020, proposing a rise in the annual workforce-housing tax-credit allocation ceiling from $25 million to $30 million. On April 10, 2023 she was among the sponsors of HF 693, proposing $50 million for qualifying homeowners' exterior repairs, and HF 697, proposing a low-income housing tax credit and larger first-time homebuyer savings deductions. The three bills' histories record introduction and committee referral, without passage or enactment. Other housing records include the cross-party 2020 mobile-home HF 2351, her 2021 eviction/foreclosure-prevention HF 657 proposal, her final vote for the 2022 mobile-home law HF 2562, and mobile-home proposals in 2024 and 2025. The April 5, 2022 journal records her among the 60 final-passage ayes on HF 2562, separate from her vote against its preceding amendment; the history records signature on May 17, 2022.

Why there is no assessment here

Specific affordable-housing actions for 2019 and 2026 were not established from the captured sponsor indexes. The exact every-year assertion remains unverified without inferring that other advocacy was absent.

Limit: These records establish repeated work in 2020-2025 and specific cross-party participation, not homes built, delivered repair grants, lower rents or cross-party work in each year. Introduced bills and the enacted 2022 mobile-home law remain separate.

A February 26, 2026 letter lists James among Iowa legislators asking Whirlpool to reconsider planned layoffs at its Amana plant. In a March 10 report, IAM Union names her among elected officials and candidates who joined workers at a solidarity rally co-hosted by IAM District 6 and the Hawkeye Area Labor Council. The letter and the organizer's account document these two acts of support.

Limit: The letter and organizer account document these acts of support. March 10 is the report publication date; the report does not establish the rally's exact date. The organizer's solidarity rally is not proof of strike-picket attendance or her wider picket-line history. These records do not establish jobs saved, the company's response or tariff causation for each relocation decision.

The legislature lists James as a Democratic representative for District 71 in the 2025-2026 assembly, with House service beginning in 2019. Its earlier official biography identifies her as an ordained Presbyterian Church (PCUSA) pastor and inter-religious chaplain.

Limit: This checks the public roles stated in the official biography. It does not establish current full-time chaplain employment, every pastoral anecdote or service already completed through the end of the 2025-2027 term.

Her September 30 campaign anti-corruption plan says she had held more than 50 town halls. The campaign news archive lists district appearances, including a Tama County town-hall tour and a Mason City appearance, but does not provide a complete, deduplicated record of 54 held town halls.

Why there is no assessment here

The exact count of 54 is not independently established. A complete dated event list, held/canceled status and counting cutoff are needed.

Limit: Announcements, meet-and-greets and held town halls are different records. A campaign-published aggregate is not an independently enumerated event list.

His House disclosure identifies him as managing partner of J Mitchell Real Estate and partner of BAM Development and Bousselot & Mitchell Company. Iowa workforce-housing awards list BAM's 16-unit Sunset St project in Grinnell and 30-unit Emerald Place project in Clear Lake, and Bousselot & Mitchell's 20-unit Dyersville project. Together these are 66 units in awarded projects. Grinnell planning minutes separately document his application-related request. HUD's July 2025 appointment biography describes completed Eastern Iowa development projects without a unit count.

Why there is no assessment here

The complete almost-100 finished-home portfolio, affordability and occupancy by seniors/working families, employee/job totals, personal occupancy of the duplex, the three-or-four-year business timeline and all-29-years residence, his description of growing up 30 minutes south of the debate location remain unverified by these records.

Limit: The 66 awarded units are not a completed-unit or occupancy count and cannot be subtracted from almost 100 to invent an exact missing-project total. No private residence, household or employee records were inspected. These records concern development activity and broad city/project information.

What they say

In the October 1 debate, James described working hard in the Iowa legislature to balance a budget and supporting fiscal responsibility.

What the record shows

Iowa Code 8.3(3) assigns the governor preparation of a balanced budget of revenues and expenditures for each regular legislative session. James's official member page and sponsor indexes document legislative service and proposals, but the answer does not identify a particular budget bill, amendment, negotiation or fiscal year.

Why there is no assessment here

The answer does not identify a budget bill, fiscal year or personal action; a particular record of her participation remains unidentified.

Limit: The balanced-budget requirement is institutional context, not evidence of her personal budget achievement. The existence of a balanced budget neither establishes nor disproves her participation, and no sole responsibility or complete voting-history finding is made.

What the record shows

Anthem's 2019 political-contributions report lists Rep. Joe Mitchell (R) with $100 in its Iowa section. That corporate donor's primary disclosure corroborates a historical donor-side contribution, but is not a complete state-committee receipt/refund ledger.

Why there is no assessment here

The full state recipient ledger was not obtained. The amount and scope of all past state receipts, acceptance/refunds and future compliance remain unsettled by this donor-side example.

Limit: His prospective federal pledge and plans are not accomplished nationwide findings. The donor report does not establish influence over a vote, every previous receipt, or precise recipient acceptance/refund status.

A KAOH representative's response carried by The Lever says Mitchell performed no data-center work during his contract and the firm did no such work then. KAOH's current service descriptions do not date when that work began.

Why there is no assessment here

Contract start/end dates and the service-line start date remain undocumented. The several-years timing assertion cannot be settled from reported income years alone.

Limit: Income-reporting years are not service dates. The employer's response is attributed and retained with the disclosure; neither proves knowing deception by another candidate.

What they say

In the October 1 debate, Mitchell said he had never been a lobbyist.

What the record shows

No Joe/Joseph Mitchell name match appeared in the eight captured Iowa Legislature session registration lists for 2019 through 2026. The legislature defines those lists as point-in-time references that update as names are added, removed or changed. His disclosure records consulting income and business positions; those facts alone do not determine whether an activity meets a legal lobbying definition.

Why there is no assessment here

The lifetime assertion remains unverified, including other jurisdictions or activities without registration. The federal search landing page was not treated as a completed nationwide name search.

Limit: This is a bounded state-registration name check, not a lifetime or nationwide activity census. No legal violation or false-registration finding is made.

What the record shows ·

On October 2, 2026, in a one-day special session, the Iowa House passed House File 2801 75-17, with James among the ayes. The bill lets the state give one business in a rural county a tax credit of up to 10 percent of its qualifying investment, paid over ten years. Legislative staff's fiscal note, citing the governor's office, says the change is for a Mesabi Metallics steel plant. The Senate passed it 28-19 and the governor signed it the same day.

Limit: This checks her vote, not the plant. The credit is paid only once the project, or a set part of it, is in service and at least half the jobs tied to that part are on the payroll at the required wage.
