What the record shows
The county's general fund budget fell from $271.6 million in 2008 to $239.4 million in 2009 and $211.7 million in 2010, a cut of $59.9 million. Pepper sat on the three-member board for all three, and was its president when the 2010 budget passed in October 2009.
