In short

Mendoza's campaign backs banning individual-stock trading by Congress members and their families. In the debate, Mendoza backed voter ID and mail voting; Ciscomani backed photo ID, mail and in-person voting. Campaign positions

What each campaign says.

JoAnna Mendoza

Her campaign supports banning individual-stock trading by members of Congress and their families, and holding district town halls. In the debate, supported retaining voter-ID requirements and mail voting, emphasizing access for rural and tribal voters.

Juan Ciscomani

In the debate, supported both mail and in-person voting, opposed all-mail-only elections, and called for photo ID and updated voter rolls. On ethics, he is an original cosponsor of the House-passed stock-trading restrictions, which also contain federal voter photo-ID requirements.

Jereme Lance Peters

His position is not established: no campaign site, social account or questionnaire of his was found. His FEC committee lists no website, and the Arizona Libertarian Party's candidate page came back empty.

Gary Swing

His campaign calls for electing Congress by proportional representation, abolishing the Senate and the Electoral College, and public campaign financing.

What the record shows.

  1. Occurred Sep 30, 2026

    official action

    Juan Ciscomani: Matches stated direction

He cosponsored and voted for a 2026 House bill barring members and their families from buying most stocks, which also required voter photo ID; a Senate vote to take it up failed.

    Read the full check

    Full detail

His House office quotes him saying members of Congress should not get rich from their position in office. He is an original cosponsor of the Stop Insider Trading Act (H.R. 7008), introduced January 12, 2026; Rep. Bryan Steil is the sponsor. As the House passed it, it bars members, their spouses and dependent children from buying stock in public companies, with exceptions such as diversified funds, and requires public notice 7 to 14 days before a sale. The same version requires photo ID to vote in federal elections. The House passed it 232 to 198 on July 22, 2026 (Roll Call 280), with his Yea. On September 30 a Senate vote to take it up failed, 53 to 47. Limit: It has not become law. His vote also covered the photo ID rule in the same bill.

  2. Occurred Sep 10, 2026

    campaign position

Juan Ciscomani: record does not settle this

The published 2023 House index places him ahead of Arizona’s other House members. That one annual, House-only table does not verify every year or a House-and-Senate comparison.

    Read the full check

    Full detail

In the September 10 debate, Ciscomani said he had ranked as Arizona’s most bipartisan member every year he had been in office. The complete 2023 Lugar Center–McCourt House index places Ciscomani 45th overall, with a score of 0.74924. He is ahead of all eight other Arizona House members in that table; the next Arizona member is Greg Stanton, 49th, at 0.62369. This establishes the Arizona House comparison for that published year. Why there is no verdict: The 2023 Arizona House result is supported. The every-year claim and a comparison across both chambers remain unverified. Limit: The retrieved annual series does not establish the same result for 2024, 2025 and the 2026 debate date, or an Arizona comparison combining House and Senate members. A later Bridge grade and a legislative-effectiveness ranking use different methods and cannot fill those gaps. None of these limits disproves an unlocated annual ranking.

  3. Occurred Sep 10, 2026

    campaign position

Juan Ciscomani: record does not settle this

Current House rosters overlap only at Ciscomani; Moran held both Senate counterparts in 2025. The intended chamber scope and exact debate-date uniqueness remain unsettled.

    Read the full check

    Full detail

In the September 10 debate, Ciscomani described serving on Appropriations and said he was the only member in Congress serving on both Appropriations and Veterans’ Affairs. The Clerk and House Historian document his service on both House committees. The complete House membership lists retrieved October 7 have one shared member: Ciscomani. The Senate has separate committees; Senator Jerry Moran’s January 7, 2025 assignment announcement lists him on Senate Appropriations and Senate Veterans’ Affairs. Why there is no verdict: His two House assignments are documented. Current House-only uniqueness does not settle the debate’s chamber ambiguity or precise debate-date roster continuity. Limit: Membership on both House committees is supported. The current House intersection is a House-only finding, not an all-Congress one. Native captions use Congress, while the answer discusses his own House assignments; the intended chamber reference and exact September 10 roster continuity are not settled. These records establish committee roles, not delivery of every funding claim.

    campaign position

Juan Ciscomani: record does not settle this

An office report describes a held telephone town hall; specific workplace events, mobile hours and everyone’s ability to reach the office remain unverified.

    Read the full check

    Full detail

In the September 10 debate, Ciscomani described town halls at companies, telephone town halls and mobile office hours across the district, and said everyone could reach his office. A 2024 office newsletter retrospectively describes a healthcare telephone town hall with Julia Strange from Tucson Medical Center, with a linked recording. The Tucson Association of Realtors separately advertised an August 27, 2026 town hall with him. The host’s listing is an announcement, rather than proof the event was held. Why there is no verdict: The telephone event is documented. The workplace and mobile-hours portions, and universal accessibility, remain source-limited. Limit: A specific telephone town hall is documented as an office-reported held event. Specific workplace occurrence and mobile-office-hours examples are not established by these reviewed captures. Closed registration does not prove occurrence. His assertion that everyone can reach the office and the broader accessibility comparison are not measured here; no numerical event total is inferred.

  5. Occurred Sep 10, 2026

    campaign position

Juan Ciscomani: record does not settle this

He cosponsored mail-ballot tracking proposals that did not become law; broader comparisons of Arizona’s performance and history remain unverified.

    Read the full check

    Full detail

In the September 10 debate, Ciscomani said he supported mail voting and had advocated for Arizona’s system. In the surrounding answer, he described Arizona as better at it than every other state and as using it longer than most states, while also supporting in-person voting. He was an original cosponsor of the Vote by Mail Tracking Act in the 118th Congress (H.R. 5658) and again on January 27, 2026 in the 119th (H.R. 7265). The current introduced text would require postal tracking barcodes, envelope-design and machineability standards and an Election Mail logo, with a federal write-in absentee ballot exception. The earlier bill passed the House without becoming law; the current bill reached a committee order to report in February 2026. Why there is no verdict: Mail-ballot tracking advocacy is documented. The broad comparative claims about Arizona’s performance and duration remain unverified. Limit: These are concrete actions supporting mail-ballot tracking. They do not establish an enacted change, endorsement of every Arizona procedure, opposition to every possible restriction or a universal mail-only system. The comparative better-than-every-state and longer-than-most-state descriptions were not independently established.
