Evidence timeline
official action
He was one of 46 Democrats backing the final Laken Riley law and cosponsored the unvoted Dream and Promise Act. He opposed 2026 DHS funding, as almost every Democrat did.
His campaign says he supports strong border security and wants better pathways to citizenship. He voted twice for the Laken Riley Act: the House bill (H.R. 29) on January 7, 2025, as one of 48 Democrats, and the Senate's version (S. 5) on January 22, as one of 46. It requires federal detention of immigrants who entered illegally or lack valid papers and are charged with theft, burglary, assaulting a police officer or a crime that kills or seriously injures someone. It became law on January 29, 2025. On October 24, 2025 he became a cosponsor of the American Dream and Promise Act (H.R. 1589), which would let people brought to the U.S. as children apply for permanent residence, the step before citizenship. Limit: He voted against the House's 2026 Homeland Security funding bills on January 22 and March 5, as almost every Democrat did. The Dream and Promise Act has had no vote.
