Voter guide

Background, stated goals, record, and money

Goals come from the campaign's own platform. Record lines are official actions.

How this guide is built

Background comes from official records, and from the campaign's own biography where the bullet says so; goals are summarized from the campaign's own platform and stay attributed; the record lines are official actions with the government source attached; money is shown as filed, with the filings it covers in the note under the table, and is not evidence of why any position was taken.

Scott Singer

Background

  • Mayor of Boca Raton from 2018 until this year. City minutes show him presiding at every September budget hearing from 2018 to 2025; by September 2026 Andy Thomson was mayor.
  • A Boca Raton council member before that; the October 2017 budget minutes list him in that role.
  • His campaign says he grew up in Fort Lauderdale, went to Harvard and Georgetown Law, and has worked for two decades as a business lawyer.
  • His campaign says he is the first chair of the America First Policy Institute's Mayors' Council.

What they say they want to do

  • Keep taxes low and oppose any rise in tax rates.
  • Ban members of Congress from trading stocks, and pass a term limits amendment.
  • Write President Trump's executive orders on the economy into law.
  • More federal support to lower flood and windstorm insurance costs on the coast.
  • Back President Trump's efforts to secure the border.

What the official record shows

  • Sep 24, 2018 Voted, as mayor, for Boca Raton's final 2018-19 tax rates, which cut the combined rate from 3.6788 to 3.6787 mills. The council was unanimous.
  • Sep 23, 2019 Voted for 2019-20 tax rates that kept the combined rate at 3.6787 mills.
  • Sep 21, 2020 Voted for 2020-21 tax rates that cut the combined rate from 3.6787 to 3.6786 mills while raising the operating rate from 3.4793 to 3.5704.
  • Sep 23, 2024 Proposed taking the savings from three cut vacant jobs off the tax rate. The council agreed, setting 3.6734 mills instead of the proposed 3.6782.
  • Sep 25, 2025 Voted for 2025-26 tax rates totaling 3.6649 mills, his last budget as mayor.

Boca Raton's tax rate: what he voted for

Matches stated direction

What they say

His campaign says he voted seven straight times to lower Boca Raton's tax rate and never voted for a tax-rate increase.

What the record shows · Sep 25, 2025

The city rate fell in seven of the eight years he voted on it and never rose. It held flat in 2019, and five of the cuts were 0.0001 mills, about 3 cents a year on a $300,000 home.

What they say

His campaign says he voted seven straight times to lower Boca Raton's tax rate and never voted for a tax-rate increase.

“Scott voted seven straight times to lower the tax rate to ensure Boca Raton has the lowest property tax of any full-service city in Florida.”

What the record shows · Sep 25, 2025

As mayor he voted for the city's final tax rates every September from 2018 to 2025, each time with the whole council. The combined city rate fell in seven of those eight years and never rose. In 2018 it went from 3.6788 to 3.6787 mills, and in 2019 it stayed at 3.6787. From 2020 to 2023 it fell 0.0001 mills a year, to 3.6783. The bigger cuts came next: his 2024 motion took the proposed 3.6782 down to 3.6734, and the 2025 rate was 3.6649. The operating rate, the part that pays for city services, rose from 3.469 mills in 2018 to 3.658 in 2023, while the rate for paying off bonds fell.

Limit: "Seven straight" is not right: the cuts were seven, but the 2019 hold broke the run. Five of the seven cuts were 0.0001 mills, about 3 cents a year on a $300,000 home. That it is the lowest rate of any "full-service" city is not established: no official statewide list that defines those cities and ranks their rates was found.

Crime in Boca Raton while he was mayor

Not comparable yet

What they say

His campaign says police funding he backed led to a 25% drop in crime while he was mayor.

What the record shows

The state's 2018 count and its newer incident-based counts are kept differently, so they cannot test a 25% drop.

What they say

His campaign says police funding he backed led to a 25% drop in crime while he was mayor.

“funding to ensure the best police professionals, leading to a 25% drop in crime rates when he was mayor”

What the record shows

The Florida Department of Law Enforcement counted 2,566 of its seven major "index" crimes reported to Boca Raton police in 2018. It has since moved to an incident-based count that covers 56 more kinds of offense and can record up to 10 offenses in one incident.

Limit: FDLE says its old and new crime counts are not comparable, so they cannot test a 25% drop. Only FDLE's counts were read, not his votes on police funding.
