Issue record

War powers and foreign policy

In short

Lawrence's campaign backs aid to Ukraine and ending what he calls an illegal war on Iran and arms sales to Israel. Barrett's campaign says Congress alone can authorize war and backs repealing open-ended war authorizations. Dedrick has no campaign site and lists no position on this topic on the pages checked. Barrett voted no on two 2026 Iran war-powers resolutions, then yes on four, and voted for the 2025 law repealing two Iraq war authorizations.

Campaign positions

What each campaign says.

William Lawrence

He calls for ending what he calls the illegal and expensive war on Iran, says the country should stop spending billions on war and stop arms sales to Israel and other human rights violators, and supports continued military and humanitarian aid to Ukraine.

Tom Barrett

He says only Congress can authorize war, and wants open-ended war authorizations repealed and replaced with set goals and limits.

Shane Dedrick

No position found. His one public statement found, at his party's April 25 convention, named workers' rights, the Green New Deal and Medicare for All. He has no campaign site, and the FEC lists no committee or website for him.

What the record shows.

  1. Occurred Sep 16, 2026

    official action

Tom Barrett: Matches stated record claim

He voted for the September 2026 Russia sanctions law, which directs tariffs of up to 500% on Russian goods; whether it was the only House tariff vote since the court ruled was not checked.

    Read the full check

    Full detail

In the October 6 debate, Barrett said the only tariff vote since the Supreme Court limited the president's tariffs was a vote weeks earlier to put tariffs on Russia and those helping its war in Ukraine, which he called an appropriate use of tariffs. On September 16, 2026 he voted Yea when the House gave final approval to the Lindsey O. Graham Sanctioning Russia and Iran Act (H.R. 5334), 262 to 159 (Roll Call 308). It became Public Law 119-111. It directs the president to raise tariffs on Russian goods, up to 500 percent, and on goods from some countries that buy Russian oil or gas, up to 100 percent. Limit: Whether it was the only tariff vote since the court's ruling was not checked.

  2. Occurred Sep 15, 2026

    official action

Tom Barrett: Matches stated record claim

He voted yes on four Iran war-powers resolutions from May to September 2026, after voting no on the first two in March and April.

    Read the full check

    Full detail

His House office says he has voted three times this year for resolutions to limit or wind down military operations in Iran unless Congress authorizes them: H.Con.Res. 75, 86 and 89. The House Clerk records his votes on six Iran war-powers resolutions in 2026. He voted Nay on the first two: H.Con.Res. 38 on March 5, which failed 212 to 219 (Roll Call 85), and H.Con.Res. 40 on April 16, which failed 213 to 214 (Roll Call 114). He voted Yea on the next four: H.Con.Res. 75 on May 14, which failed 212 to 212 (Roll Call 170); H.Con.Res. 86 on June 3, agreed to 215 to 208 (Roll Call 199); H.Con.Res. 89 on July 23, agreed to 214 to 208 (Roll Call 282); and H.Con.Res. 93 on September 15, agreed to 220 to 204 (Roll Call 307). The Senate agreed to H.Con.Res. 86, 50 to 48, and rejected H.Con.Res. 89, 49 to 50. In May he also introduced H.J.Res. 176, an authorization for force against Iran; it sits in committee. Limit: His count of three was right in July, and he voted yes a fourth time in September. He voted no on the first two, in March and April. His office's June release says he votes yes because the president's time-limited authority under the War Powers Act has expired.

  3. Occurred Dec 18, 2025

    official action

Tom Barrett: Matches stated record claim

He voted for the repeal on its own in September 2025 and for the defense act that carried it, which became law in December 2025.

    Read the full check

    Full detail

In an op-ed his House office posted in July 2026, he calls his vote to repeal the 2002 authorization for force in Iraq one of the proudest of his first year in Congress. On September 10, 2025 he voted Aye on an amendment to repeal the 1991 and 2002 Iraq authorizations, a separate vote on the repeal alone (Roll Call 244). It passed 261 to 167, with 49 Republicans voting yes. He then voted for the House defense bill that carried it (Roll Call 262). The repeal became law in the final defense act, S. 1071, which he voted for on December 10 (Roll Call 320, 312 to 112). Signed December 18, 2025 as Public Law 119-60, its section 8370 repeals both authorizations. Limit: He voted for the repeal on its own and in the final defense act. His line that it was the first such repeal in his lifetime was not checked.

  4. Occurred Dec 18, 2025

    official action

Tom Barrett: Matches stated record claim

His bill's text became part of the 2026 defense law, which orders the Pentagon to report on whether collision avoidance gear can be installed, not to install it.

    Read the full check

    Full detail

His House office says his Military Helicopter Training Safety Act became law in December 2025 and began the process of equipping military helicopters with collision avoidance systems and ADS-B In. He introduced the bill (H.R. 1898) on March 6, 2025, and it never left committee. Its text became section 1066 of the 2026 defense authorization act, Public Law 119-60, signed December 18, 2025, almost word for word: the law allows 180 days instead of 90. Both versions order the Pentagon to report on whether collision avoidance systems and ADS-B In can be installed in every military helicopter. Neither orders them installed. Limit: His bill's text is law, so "signed into law" holds. The law orders feasibility reports, not equipment; "began the process of equipping" is his office's description of that first step.
