Voter guide

Background, stated goals, record, and money

Goals come from the campaign's own platform. Record lines are official actions.

How this guide is built

Background comes from official records, and from the campaign's own biography where the bullet says so; goals are summarized from the campaign's own platform and stay attributed; the record lines are official actions with the government source attached; money is shown as filed, with the filings it covers in the note under the table, and is not evidence of why any position was taken.

Gabe Evans

Background

  • The sitting member for the 8th District, in his first term; Congress.gov records his service from 2025.
  • His office says he spent twelve years in the Army, flew Black Hawk helicopters and commanded a company in the Colorado Army National Guard, then joined the Arvada police in 2011 and reached lieutenant.
  • Served in the Colorado House for District 48 in the 2023 and 2024 sessions, where he was a prime sponsor of 21 bills.
  • Sits on the Energy and Commerce Committee and the Homeland Security Committee.

What they say they want to do

  • Secure the border, strengthen public safety and make life more affordable.
  • Lower the cost of living by cutting deficit spending, and eventually eliminate the federal deficit.
  • More domestic energy production of every kind, and an end to the summer reformulated-gasoline mandate on the Front Range.
  • School choice and more career and technical education.
  • Protect Social Security and make it tax-free.

What the official record shows

  • Jul 3, 2025 Voted Yea on House passage of H.R. 1 and Aye on the final House vote. It became Public Law 119-21, which adds a temporary deduction for people 65 and older and requires states to set Medicaid work requirements.
  • Jan 8, 2026 Voted Nay on the discharge motion and on passage of H.R. 1834, which would extend the enhanced marketplace premium tax credits. It passed the House 230 to 196.
  • Apr 22, 2026 His FIRE Act, H.R. 6387, passed the House 220 to 198 and went to the Senate. On September 29, 2026 the Senate passed S. 5045, which makes several of the same changes to the same Clean Air Act section in revised form; the House has not acted on it.
  • Apr 30, 2026 The Homeland Security appropriations law, Public Law 119-86, funded his $8,685,000 request for Greeley's Gold Hill Pipeline.
  • Sep 16, 2026 His Ratepayer Protection Act, H.R. 9340, passed the House 417 to 3 and went to the Senate.

Money from committees in the 2025-2026 filings through June 30, 2026: lines 11B (party committees), 11C (other political committees) and 12 (transfers from joint fundraising committees), grouped by the FEC's record of the giving committee. Memo entries are left out because they repeat money counted elsewhere. Each line adds up to the campaign's own filed total. The rows sum to 3,214,308.76 dollars, part of what the campaign raised. Donations people made through ActBlue or WinRed are individual contributions and are not in this table. The joint fundraising row includes 10,000.00 dollars reported on line 11C from committees the FEC designates as joint fundraising committees.

What they say

His office says he appreciates how important it is for everyone to have quality care and insurance, including for pre-existing conditions.

“I truly appreciate how important it is for all Americans and Coloradans to have access to quality healthcare and insurance coverage, including for pre-existing conditions.”

What the record shows · Jan 8, 2026

He voted for H.R. 1 in May and July 2025 (Roll Calls 145 and 190). The law requires states to set Medicaid work requirements for certain adults (section 71119). In December 2025 he voted Yea when the House passed H.R. 6703, the Lower Health Care Premiums for All Americans Act, 216 to 211 (Roll Call 349). It would let groups of employers offer association health plans, which could not deny coverage for a pre-existing condition, and would fund cost-sharing reduction payments from 2027; it is in the Senate. In January 2026 he voted Nay on the discharge motion and on passage of H.R. 1834, which would extend the enhanced marketplace premium credits (Roll Calls 4 and 11); it is on the Senate calendar.

Limit: The statement names no bill or measure. His votes went for tighter Medicaid rules and for the House Republican premium bill, and against extending the premium credits. Neither H.R. 1 nor H.R. 1834 changes the pre-existing condition rules. How many people lose or keep coverage is an estimate, not a record.

Seniors: taxes on Social Security

Matches stated direction

What they say

His office says he supports efforts to make Social Security tax-free.

What the record shows · Jul 4, 2025

He voted for H.R. 1, which adds a $6,000 deduction for people 65 and older through 2028 but does not change how Social Security benefits are taxed.

Quotes, full record and limits

What they say

His office says he supports efforts to make Social Security tax-free.

“We must protect Social Security and I support efforts to make Social Security tax-free.”

What the record shows · Jul 4, 2025

He voted for H.R. 1, now Public Law 119-21. Section 70103 adds a 6,000 dollar deduction for each taxpayer 65 or older, for tax years before 2029, phased down above 75,000 dollars of income (150,000 joint). It does not change how Social Security benefits are taxed. None of the 262 measures he had cosponsored by October 1, 2026 would, by its title, end the tax on benefits.

Limit: The deduction lowers tax for many older people, including on benefits, but it is tied to age, not to Social Security, and ends after 2028. It is a step the way he says, not a tax-free benefit.

Immigration: streamlining legal immigration

Matches stated direction

What they say

His office lists his priorities as securing the border, streamlining legal immigration and deporting immigrants here illegally who commit crimes.

What the record shows · Jul 15, 2025

What they say

His office lists his priorities as securing the border, streamlining legal immigration and deporting immigrants here illegally who commit crimes.

“my priorities are: secure the physical border, streamline the system for legal immigration, and deport illegal immigrants who commit crimes.”

What the record shows · Jul 15, 2025

He is an original cosponsor of the Dignity Act, H.R. 4393, from July 15, 2025. The bill pairs border security and mandatory E-Verify with a Dream Act, a legal-status program, and a title on legal immigration backlogs. It has not left committee. In July 2026 he led a letter asking DHS to speed up DACA renewals. He also voted for H.R. 1, now Public Law 119-21, which adds new fees on asylum, parole, work permits and visas.

Limit: Cosponsoring a bill that has not moved costs little. The letter asks an agency to act; it changes no law. New fees do not by themselves make the system slower or faster.

He voted for H.R. 1 when the House first passed it on May 22, 2025 and for the final version on July 3, 2025. It became Public Law 119-21. Its sections titled no tax on tips and no tax on overtime create deductions of up to 25,000 dollars for tips and 12,500 dollars for the extra pay on overtime above a worker's regular rate (25,000 joint), reduced above 150,000 dollars of income (300,000 joint), through 2028.

Limit: They are capped income tax deductions that end after 2028, not a full exemption, and for overtime only the pay above the regular rate counts.

The House also agreed to his resolution condemning the Boulder attack, H.Res. 488, 280 to 113. H.R. 3628 passed 218 to 207 with 4 Democrats voting yes, and H.R. 6387 passed 220 to 198 with 8. What they say

In the October 7 debate he said he has voted for or sponsored three bills that put guardrails on AI: the KIDS Act, the Open-Source AI Leadership Act and the Ratepayer Protection Act.

What the record shows · Sep 16, 2026

He voted yes when the House passed the KIDS Act, H.R. 7757, 267 to 117 on June 29, 2026; its Title IV covers AI chatbots. He sponsored H.R. 10152, the Open-Source AI Leadership Act, which backs American open AI models and has Commerce assess risks from foreign adversary models; a House committee voted 26 to 21 to advance it. He also sponsored H.R. 9340, the Ratepayer Protection Act, on power costs for data centers, which passed the House 417 to 3. None is law.

Limit: Calling all three AI guardrails is his description. The open-source bill mainly promotes American AI models, and the ratepayer bill is about who pays for data centers' power.
