State representative for North Carolina House District 117, Henderson County, in her second term. Campaign affiliation: Republican.

Voter guide

Background, stated goals, record, and money

Goals come from the campaign's own platform. Record lines are official actions.

How this guide is built

Background comes from official records, and from the campaign's own biography where the bullet says so; goals are summarized from the campaign's own platform and stay attributed; the record lines are official actions with the government source attached; money is shown as filed, with the filings it covers in the note under the table, and is not evidence of why any position was taken.

Jennifer Capps Balkcom

Background

  • A Republican state representative for Henderson County, District 117, in her second term. The General Assembly lists her job as mortgage loan officer.
  • In the 2025-26 session she chairs the House Insurance Committee and an appropriations subcommittee on agriculture and natural resources, and is vice chair of the House Select Committee on Helene Recovery.
  • Her campaign says she grew up on her family's apple farm in Henderson County and has worked in banking and finance since 1998.
  • District Republicans chose her on August 10, 2026 to replace Rep. Chuck Edwards, who had left the race on August 5. The state lists her filing on August 11.

What they say they want to do

  • More affordable living for working families, safer communities, support for farmers, and the money western North Carolina needs to keep recovering from Helene.
  • Keeping China and other foreign adversaries from owning or buying farmland.
  • Lower costs, Helene funding and better health care, as her second ad puts it.

What the official record shows

  • Oct 9, 2024 Voted for the Disaster Recovery Act of 2024, the state's first Helene relief law. The House adopted it 113 to 0.
  • Dec 11, 2024 Voted to override the governor's veto of the third Helene act, which also moved appointment of the State Board of Elections from the governor to the state auditor. The House overrode it 72 to 46.
  • Mar 18, 2025 Her Gun Violence Prevention Act, which raises penalties when a felon has or uses a gun during a felony, passed the House 111 to 7. She is its first-listed sponsor. Its text became law in July 2025 inside Senate Bill 311, which she also voted for.
  • Jun 26, 2025 A disaster recovery bill she is a primary sponsor of became law. It makes denying state disaster aid over politics a crime and relaxes some building rules for Helene-damaged property.
  • Jul 7, 2026 Her NC Farmland and Military Protection Act became law. From April 1, 2027 it bars governments on a federal list of adversaries, including China, and entities they control from buying farmland or land near military bases. She is its first-listed sponsor.

Campaign money from other committees, by type

No table yet. Her committee registered on August 13, 2026 and has filed no money report; its first, the October Quarterly, is due October 15.

Farmland: keeping foreign adversaries out

Matches stated record claim

What they say

Her campaign ad says she led the effort in Raleigh to stop China and other enemies from owning or buying the state's farmland.

What the record shows · Jul 7, 2026

She was first-listed sponsor of House Bill 133, signed in July 2026, which bars governments on a federal adversary list, including China, from buying farmland from April 1, 2027.

What they say

Her campaign ad says she led the effort in Raleigh to stop China and other enemies from owning or buying the state's farmland.

“Protecting family farms is personal to me. That's why I led the effort in Raleigh to stop China and other enemies from owning or buying our farmland.”

What the record shows · Jul 7, 2026

She is the first-listed of four primary sponsors of House Bill 133, the NC Farmland and Military Protection Act, filed February 17, 2025. It passed the House 111 to 0 on April 16, 2025, the Senate rewrote it in June 2026, the House agreed 111 to 2 on June 30, and the governor signed it on July 7, 2026 (Session Law 2026-54). The law bars governments on a federal list of adversaries, which includes China, and entities they control from acquiring farmland or land near listed military bases. Owners who already hold such land may keep it but must register. The ban starts April 1, 2027. She was also a primary sponsor of the 2023 version, which passed the House and stopped in the Senate.

Limit: She led the bill in the sense the legislature records it: first-listed sponsor, with three co-leads and 57 cosponsors. The law covers governments on the federal list and companies they control, not every buyer from those countries. It stops new purchases from April 1, 2027; current owners may keep their land.

Helene recovery: her votes in Raleigh

What they say

Her statement on winning the nomination says she has fought for Henderson County in Raleigh and will work to make sure the region has the resources it needs to keep recovering from Hurricane Helene.

“It has been an incredible honor to fight for Henderson County in Raleigh, and I will take that fight to Washington and work every single day to make life more affordable for working families, improve community safety, support our farmers, and ensure we have the resources we need to continue to recover from Hurricane Helene.”

What the record shows · Jul 2, 2026

She voted for each of the five Helene relief acts titled Disaster Recovery Act on its final House vote: the Disaster Recovery Act of 2024 (113 to 0) and its Part II (108 to 0) in October 2024; Part III, which also moved appointment of the State Board of Elections from the governor to the state auditor, on adoption (63 to 46) and on overriding the governor's veto (72 to 46); and the 2025 acts Part I (115 to 1) and Part II (109 to 0). She is listed as a sponsor of the 2025 Part I. She is a primary sponsor of House Bill 251, which became Session Law 2025-18; it makes denying state disaster aid over politics a crime and relaxes some building rules for Helene-damaged property. She is vice chair of the House Select Committee on Helene Recovery. She also voted for the 2026 budget, which puts $706 million into the Helene recovery fund (88 to 21 on final reading), and for a September 2025 act with more disaster money, including Helene repairs at Warren Wilson College and UNC Asheville (105 to 4).

Limit: Most of these passed with nearly every member voting yes, so her votes show direction, not leadership. The third act paired relief with changes to state officials' powers, and Democrats voted against it.

Community safety: the bill she leads

Matches stated direction

What they say

Her statement on winning the nomination says she will work to improve community safety.

What the record shows · Jul 9, 2025

Her bill raising penalties for felons who have or use a gun in a felony passed the House 111 to 7 and became law in 2025 as part of a Senate bill she voted for.

What they say

Her statement on winning the nomination says she will work to improve community safety.

“improve community safety”

What the record shows · Jul 9, 2025

She is the first-listed sponsor of House Bill 28, the Gun Violence Prevention Act, which creates tougher felony classes when a person barred from having guns as a felon has, shows or fires one while committing a felony. It passed the House 111 to 7 on March 18, 2025. The same text became law as Part VIII of Senate Bill 311 (Session Law 2025-71), signed July 9, 2025, and took effect December 1, 2025. She voted for that bill (House roll call 565, 100 to 7).

Limit: Her bill's text became law inside a Senate bill with other sponsors and many other parts. 'Community safety' is broad, and this card does not score the rest of her record on crime and policing.

Medicaid expansion: her 2022 answer and her votes

Matches stated direction

What they say

At a Chamber of Commerce forum in her 2022 Republican primary for the state House, she said she did not favor expanding Medicaid and that her concern was where the budget would find the money.

What the record shows · Mar 27, 2023

She voted no on all four House votes on the 2023 Medicaid expansion law, but voted for the 2023 budget that expansion depended on.

What they say

At a Chamber of Commerce forum in her 2022 Republican primary for the state House, she said she did not favor expanding Medicaid and that her concern was where the budget would find the money.

“As far as expansion goes, I'm not in favor of that. I think the concern is where are we going to find it in the budget.”

What the record shows · Mar 27, 2023

She voted no on all four House roll calls on House Bill 76, which expanded Medicaid and changed some certificate-of-need rules: 96 to 23 and 92 to 22 in February 2023, then 95 to 21 and 87 to 24 on agreeing to the Senate's version in March. It passed, and the governor signed it on March 27, 2023 (Session Law 2023-7).

Limit: Her words are from 2022, before she took office; her 2026 campaign says only that she will fight for better health care. Expansion could start only after a 2023 budget became law, and she voted for that budget.

Jennifer Capps Balkcom

Taxes: her 2022 answer and the 2023 budget

Matches stated direction

What they say

At the same 2022 forum, asked whether she favored continuing to build a business-friendly tax environment, she said yes.

What the record shows · Oct 3, 2023

She voted for the 2023 state budget, which sped up income tax cuts to 3.99% from 2026, set a $500 franchise tax on a corporation's first $1 million and repealed a privilege tax.

Quotes, full record and limits

What they say

At the same 2022 forum, asked whether she favored continuing to build a business-friendly tax environment, she said yes.

“I run a small business so I know what it's like to pay taxes and I pay a lot of them. So yes, I'm in favor of continuing to do that.”

What the record shows · Oct 3, 2023

She voted for the 2023 budget, House Bill 259, on both final House votes: 69 to 40 on September 21 and 70 to 40 on September 22, 2023. It became law without the governor's signature on October 3, 2023 (Session Law 2023-134). It cut the personal income tax rate faster, to 4.5% for 2024, 4.25% for 2025 and 3.99% from 2026, with further cuts down to 2.49% when revenue passes set targets. It also set the franchise tax at $500 on a C corporation's first $1 million of tax base and repealed the state privilege tax on professionals.

Limit: A budget vote covers the whole budget, not just taxes. Her words are from her 2022 state House race; her 2026 campaign has stated no tax position.

Affordability: tax relief bills she signed onto

Matches stated direction

What they say

Her statement on winning the nomination says she will work every day to make life more affordable for working families. Her second ad says she will fight for lower costs.

What the record shows · May 21, 2026

She cosponsored a bill to exempt overtime, tips and some bonuses from state tax, which has had no vote, and a property tax limit amendment going to voters in November 2026.

What they say

Her statement on winning the nomination says she will work every day to make life more affordable for working families. Her second ad says she will fight for lower costs.

“work every single day to make life more affordable for working families”

What the record shows · May 21, 2026

She is a cosponsor of House Bill 11 (2025), which would let people deduct overtime pay, tips and up to $2,500 of bonus pay from state taxable income. It has sat in the House Finance Committee since March 11, 2025. She is also a cosponsor of House Bill 1089, a state constitutional amendment requiring the legislature to limit how much local property taxes can rise. She voted for it on both House readings on May 20, 2026 (73 to 46). It goes to voters on November 3, 2026 (Session Law 2026-5).

Limit: Affordability covers much more than taxes; this card shows only these two bills. The tips bill has had no floor vote, and the property tax limit needs voters' approval.
