Voter guide

Background, stated goals, record, and money

Goals come from the campaign's own platform. Record lines are official actions.

How this guide is built

Background comes from official records, and from the campaign's own biography where the bullet says so; goals are summarized from the campaign's own platform and stay attributed; the record lines are official actions with the government source attached; money is shown as filed, with the filings it covers in the note under the table, and is not evidence of why any position was taken.

Paige Cognetti

Background

  • Mayor of Scranton since January 2020, the first woman to hold the office.
  • First elected in 2019 as an independent. Re-elected as a Democrat in 2021 with 72.5 per cent of the vote, and in 2025 with 57 per cent in a four-way race.
  • Her campaign says she worked for the Pennsylvania Auditor General and served on the Scranton School Board.

What they say they want to do

  • A ban on stock trading by members of Congress.
  • No corporate PAC money for her campaign, and a law banning corporate PAC donations to federal campaigns.
  • No pay for Congress until a budget passes, an independent audit of every federal agency, and 18-year term limits for Congress and the Supreme Court.
  • Stronger unions, paid family leave, affordable child care, and capped credit card fees.
  • Data centers kept away from homes, schools and parks, with no tax breaks, their own power supply and local union labor.

What the official record shows

  • Nov 2, 2021 Re-elected mayor of Scranton with 9,851 votes, 72.5 per cent.
  • Jan 25, 2022 Scranton left Act 47, the state's program for financially distressed cities, about 30 years after entering it.
  • Jun 7, 2023 S&P raised Scranton's credit rating to investment grade, BBB-.
  • Nov 4, 2025 Re-elected mayor with 9,745 votes, 57 per cent, against three opponents.
  • Jan 12, 2026 S&P raised Scranton's rating to A-, with a stable outlook.

Money from committees in the 2025-2026 filings through June 30, 2026: lines 11B (party committees), 11C (other political committees) and 12 (transfers from joint fundraising committees), grouped by the FEC's record of each committee. Each line adds up to the campaign's filed total. The rows sum to 706,427.17 dollars, part of what the campaign raised, not all of it. Donations people made through ActBlue or WinRed are individual contributions and are not in this table. The one corporation PAC row is a law firm's PAC; see her corporate PAC card.

Scranton's finances: leaving distressed status

Matches stated record claim

Her campaign says she led Scranton out of 30 years of distressed financial status in 2022.

What the record shows · Jan 25, 2022

What they say

Her campaign says she led Scranton out of 30 years of distressed financial status in 2022.

“in 2022, Paige led Scranton out of a 30-year distressed financial status period”

What the record shows · Jan 25, 2022

The state ended Scranton's Act 47 distressed status on January 25, 2022, almost exactly 30 years after the city entered it in 1992. Cognetti had been mayor since January 2020.

Limit: The exit was the state's decision, and the state's own account says the city's finances had started to turn around in the mid-to-late 2010s, before she took office.

Paige Cognetti

Scranton's finances: credit rating

Matches stated record claim

What they say

Her campaign says Scranton went from junk bond status to an A- credit rating.

What the record shows · Jan 12, 2026

S&P rated Scranton BB, below investment grade, from 2016, then raised it step by step to investment grade in 2023 and to A- on January 12, 2026.

Quotes, full record and limits

What they say

Her campaign says Scranton went from junk bond status to an A- credit rating.

“brought our city back from junk bond status to A- credit rating”

What the record shows · Jan 12, 2026

S&P rated the city BB, below investment grade, from 2016. It raised the rating to BB+ in March 2022, to investment grade BBB- in June 2023, to BBB+ in March 2024 and to A- on January 12, 2026.

Limit: A rating is S&P's view, not a city record. S&P credits balanced budgets that did not lean on federal stimulus money, and also a county property reassessment that was not the city's doing.

Paige Cognetti

Scranton's finances: budget surpluses

Matches stated record claim

What they say

Her campaign says she cut costs as mayor, leading to budget surpluses.

What the record shows · Jan 12, 2026

S&P and city figures show general-fund surpluses in most years since 2019, with a planned deficit in 2024 for a flood-control project.

Quotes, full record and limits

What they say

Her campaign says she cut costs as mayor, leading to budget surpluses.

“cut costs, leading to budget surpluses”

What the record shows · Jan 12, 2026

S&P reports general-fund surpluses of 1 to 6 per cent in 2019-2021 and 3.8 per cent in 2022, and a city estimate of a $3.8 million surplus in 2023. Its January 2026 report says results have been mostly positive since 2020. The city ran a planned deficit in 2024 for a flood-control project, and estimates a $3 million surplus for 2025.

Limit: These are S&P's adjusted figures and the city's own estimates. On her claim of a budget balanced 'for the first time in decades', S&P records an adjusted surplus in 2019, the year before she took office, but the city's own 2019 audit shows general-fund spending $382,623 above revenue; years before 2019 were not established.

Paige Cognetti

Stock trading: her own holdings

Matches stated record claim

What they say

She says she owns no individual stocks and will not buy or trade them if elected.

What the record shows · Aug 13, 2026

Her August 2026 House disclosure lists bank accounts, mutual and retirement funds and her husband's private company, and no individual stock.

What they say

She says she owns no individual stocks and will not buy or trade them if elected.

“I don't own any individual stocks, and if elected, I won't buy or trade them, period.”

What the record shows · Aug 13, 2026

Her House candidate disclosure, filed August 13, 2026 and covering January 2025 to July 14, 2026, lists bank and money-market accounts, mutual and retirement funds, and her husband's private company, Caravia Fresh Foods. It lists no individual stock.

Limit: The report covers holdings through July 14, 2026. Her promise about the future cannot be checked yet. Her husband's stake in a private business is not a traded stock.

Paige Cognetti

Campaign money: corporate PACs

No assessment

What they say

She says her campaign takes no money from corporate PACs.

What the record shows · Jun 30, 2026

Her campaign took $1,000 from a corporation-connected law-firm PAC in June 2026, with no refund through June 30. The FEC category may differ from her pledge's meaning.

Quotes, full record and limits

What they say

She says her campaign takes no money from corporate PACs.

“As a candidate for Congress, I don't take a dime from corporate PACs.”

What the record shows · Jun 30, 2026

Through June 30, 2026 her campaign took $429,599 from other political committees. One $1,000 contribution, on June 18, 2026, came from the Duane Morris Government Committee, a law firm's PAC that the FEC records as connected to a corporation. No refund of it appears through June 30.

Why there is no assessment here

Whether a law firm's PAC is the kind of corporate PAC she means, and whether the $1,000 was returned after June 30, the filings so far do not say. Her October report, due October 15, will show any refund.

Limit: It is one $1,000 contribution among her receipts from committees. The FEC's label for the donor is not necessarily how the campaign classes it.
