What the record shows ·
He voted Yea on passage of the Consolidated Appropriations Act, 2026 on January 22, 2026 (Roll Call 45, 341 to 88) and on agreeing to the Senate's changes on February 3 (Roll Call 53, 217 to 214); it became Public Law 119-75. It gives the National Cancer Institute $7,352,159,000. The 2024 spending law gave it $7,224,159,000 and the 2023 law $7,104,159,000. The institute's own budget table, which goes back to 1976, shows fiscal 2026 as its largest year. The next largest is fiscal 2023, $7,320,159,000 once $216,000,000 of Cancer Moonshot money is counted.
Limit: NCI's table covers one institute, is not adjusted for inflation, and puts 2026 $32 million above 2023, so "largest in American history" is not shown. How much of NIH's Cures Act money reached cancer research after 2023 is not settled, and his vote was on the whole spending law, not this line.
