Rural health: Arizona’s $167 million award
What they say
In the September 10 Clean Elections debate, Ciscomani said the 2025 reconciliation law brought $167 million for rural health care.
What the record shows ·
Ciscomani voted Aye on July 3, 2025, to agree to the Senate amendment to H.R. 1 (Roll Call 190); the House agreed, 218 to 214. The bill became Public Law 119-21 on July 4. Section 71401 created the Rural Health Transformation Program with $10 billion for each fiscal year from 2026 through 2030. On December 29, 2025, CMS announced Arizona’s FY2026 award of $166,988,956. The actual notice to Arizona’s Medicaid agency records $166,988,955.92, which rounds to $167 million. Its February 24, 2026 budget revision retains that amount.
Limit: The $167 million is Arizona’s first-year federal award, not the national program’s total or money already spent by local providers. CMS awarded it after reviewing the state’s plan; his recorded action is a vote for the whole law. This award alone does not establish the law’s net effect on Medicaid or other health funding, or demonstrate improved care. The February revision records $0 in newly obligated funds; it is not a second $167 million award or a promise of the same Arizona amount each year.
