Veterans: executive bonus oversight
What they say
In the September 10 Clean Elections debate, Ciscomani said he acted on millions in VA executive bonuses and made sure that money was going to veterans.
What the record shows ·
The June 4, 2024 hearing discusses $10.8 million in improper critical-skill incentive payments to senior VA executives. The House Veterans’ Affairs hearing record for June 4, 2024 prints Ciscomani’s written questions to VA and its inspector general about executive incentive repayments, accountability and future controls. On February 2, 2026 he was an original cosponsor of H.R. 7319, introduced by Rep. Keith Self. It would extend VA’s authority to recoup certain bonuses and relocation expenses from former employees, with debt collection permitted after an upheld order remains unpaid for 180 days. The complete action list ends with a subcommittee referral on March 2, 2026; the bill has not passed or become law. The inspector general’s witness said it had heard that a significant amount was recouped, while explicitly stating that recoupment was outside its audit scope. VA testimony describes corrective action beginning in 2023.
Limit: This supports documented oversight and support for recovery legislation. It does not establish how much his actions recovered, that he personally caused recoupment, or that recovered money was redirected to veterans. The broader claimed result remains unverified by these sources. The witness’s reported recoupment status is not an audited recovery amount. The 2024 written questions cannot establish the cause of corrective action begun in 2023. The proposed bill provides no veteran allocation or recovered amount.
