Voter guide

The candidates, side by side

Goals come from each campaign's own platform. Record lines are official actions.

How this guide is built

Background comes from government or official office records, and from the campaign's own biography where the bullet says so. Goals are summarized from each campaign's own platform page and stay attributed to the campaign. The record lines are official votes, sponsorships, and filings with the government source attached. Money is shown as filed, by the type the FEC records for the contributing committee, and is not evidence of why any position was taken. Money rows are itemized receipts from political committees; transfers from joint fundraising committees and the conduit entries for earmarked individual contributions sit on their own rows; other memo entries, reimbursements, and receipts from organizations that are not political committees are excluded; each candidate's note gives the filings it covers, and some notes also compare the rows with the campaign's own FEC summary.

Issue comparison

What each campaign says

Each campaign's own positions, not promises The Stated Record has verified or endorsed.

Taxes, spending and the debt

Janelle Stelson's campaign backs tax breaks for the middle class, not the wealthiest, making no tax on tips or overtime permanent, and cutting waste. Scott Perry's campaign backs a Balanced Budget Amendment, less regulation, lower debt and lower taxes for families and small businesses. Perry voted for the 2017 tax law and the 2025 law extending its lower rates; both did much else. None of his balanced budget amendments, filed since 2013, left committee.

What each campaign says

Janelle Stelson

Supports tax breaks for the middle class rather than the wealthiest, would make no tax on tips or overtime permanent, and says she would cut wasteful spending to address the deficit.

Scott Perry

Wants a Balanced Budget Amendment, less regulation, a lower national debt and lower taxes on families and small businesses.

Health care and drug prices

Janelle Stelson's campaign would let the government negotiate drug prices, ban surprise billing and take medical debt off credit reports. Scott Perry's campaign opposes a government-run system and backs pre-existing condition coverage, lower drug costs, bigger health savings accounts and buying insurance across state lines. Perry cosponsored pre-existing condition and insulin bills; none passed. He voted against three drug-cost bills that passed the House, including the Inflation Reduction Act, which also covered climate and taxes.

What each campaign says

Janelle Stelson

Would lower drug prices by letting the government negotiate them, ban surprise billing, and take medical debt off credit reports.

Scott Perry

Opposes a government-run system. Supports coverage of pre-existing conditions, lower drug costs, bigger health savings accounts and buying insurance across state lines.

Social Security and Medicare

Janelle Stelson's campaign says she will never cut earned Social Security benefits and will fight for Medicare and Medicaid. Scott Perry's campaign says Social Security and Medicare must be protected, and opposes Medicare for All and benefits for non-citizens. Perry cosponsored bills, none passed, to stop unauthorized work counting toward Social Security. He voted for a 2025 law limiting Medicare for some non-citizens and against a 2024 law raising Social Security for some public pensioners.

What each campaign says

Janelle Stelson

Says she will never cut the Social Security benefits seniors have earned, and will fight for Social Security, Medicare and Medicaid.

Scott Perry

Says the promise to seniors must be kept by preserving and protecting both programs. Opposes Medicare for All and any benefits for people who are not U.S. citizens.

Immigration and the border

Janelle Stelson's campaign backs a stronger border, deporting violent immigrants here illegally, and unmasked, uniformed federal agents with badges, ICE included. Scott Perry's campaign backs securing the border, deporting violent criminals, drug dealers and terrorists, banning sanctuary cities and funding Border Patrol. Perry voted for the 2023 Secure the Border Act and 2025 laws on detention and wall funding, one covering far more than the border. Two sanctuary-city bills he backed did not become law.

What each campaign says

Janelle Stelson

Supports a stronger border and deporting every violent illegal immigrant, with deportations focused on violent crime. Wants federal agents, including ICE, in uniform with badges and without masks.

Scott Perry

Supports securing the border, deporting violent criminals, drug dealers and terrorists, banning sanctuary cities and resourcing the Border Patrol.

Abortion

Janelle Stelson's campaign would restore Roe v. Wade's protections in law. Scott Perry's campaign opposes abortion except for rape, incest and the mother's life, and would defund Planned Parenthood. Perry voted for 20-week bans with exceptions for her life, rape and incest against a minor, and cosponsored bills with a life exception alone or none. He voted for a 2025 law pausing some abortion providers' Medicaid payments; no bill naming Planned Parenthood became law.

What each campaign says

Janelle Stelson

Would work to restore in law the protections Roe v. Wade gave.

Scott Perry

Opposes abortion with exceptions for rape, incest and the life of the mother. Opposes taxpayer funding of abortion and supports defunding Planned Parenthood.

Veterans

Janelle Stelson's campaign would expand veterans' access to health benefits, continuing education and job training. Scott Perry's campaign backs a more accountable VA, more health care options and education benefits, and new PTSD treatments. Perry voted for laws on VA accountability, the GI Bill and care outside the VA, and against the 2022 PACT Act on toxic exposure; all had wide support. His PTSD treatment bill, filed each Congress since 2020, has not passed.

What each campaign says

Janelle Stelson

Would vote to expand veterans' access to health benefits, continuing education and job training.

Scott Perry

Supports a more accountable VA, more health care options for veterans and their families, more education benefits and new PTSD treatments.

Energy and utility bills

Janelle Stelson's campaign wants communities to decide on data centers without being sued, and accountability for utility rate hikes. Scott Perry's campaign backs Pennsylvania natural gas, hydroelectric and nuclear power and new clean technology for energy independence. Perry voted for a 2024 nuclear reactor law and to bar a president from banning fracking, which did not become law. His 2025 bill to repeal nuclear and clean energy tax credits has not left committee.

What each campaign says

Janelle Stelson

Wants communities able to approve or reject data centers without being sued, and accountability on utility rate increases.

Scott Perry

Supports a mix of energy sources, including Pennsylvania natural gas, hydroelectric and nuclear power and new clean technologies, to make the country energy independent.

Ethics and term limits

Janelle Stelson's campaign would limit members of Congress to 12 years, ban members and their families from trading individual stocks, and ban members from ever lobbying. Scott Perry's campaign lists no position on term limits, stock trading or ethics on the pages checked. Stelson's campaign says she sold her individual stocks before running; her disclosures from January 2023 to July 2026 list none, and when she sold them is not established.

What each campaign says

Janelle Stelson

Would limit members to 12 years and says she will limit herself even without a law. Would ban members and their families from trading individual stocks, and ban members from ever becoming lobbyists.

Scott Perry

No position on term limits, stock trading or congressional ethics was found on his campaign's home, issues or about pages.

Words and record

Where statements meet official action

Each card sets one thing a candidate says beside their own official record, with one label from a fixed list and its limit. No card says why someone did something.

How the cards work

The number of cards varies with what each candidate's official record supports, and every card carries the same required parts: what they say, what the official record shows, one label from the fixed list, and its limit. Each card is labeled narrowly, by rule. A single vote, sponsorship, or filing can match one claim without proving a candidate's whole record.

Matches stated record claim

What they say

Her campaign says she sold her individual stocks before running and will not own or trade them in office.

What the record shows ·

Her disclosures covering January 2023 to July 2026 list one bank account and five retirement plan funds, and no individual stocks.

Her four candidate financial disclosures, filed with the House in February 2024, August 2024, November 2025 (amended August 2026) and August 2026, cover January 2023 to July 2026. Each lists one bank account and five funds held in her former employer's retirement plan. None lists an individual stock.

Limit: The reports show she held no individual stocks from January 2023 on. When she sold them is not established: a candidate report lists no sales, and no official record of the sale was found. The promise about time in office cannot be tested yet.

“He’ll continue to fight for: A Balanced Budget Amendment”

What the record shows ·

He has introduced his own balanced budget amendment in every Congress since 2013, seven in all. The current one, H.J.Res. 11, would bar spending above revenue in any year unless three-fifths of each House votes otherwise. In 2018 he voted for a balanced budget amendment that got a floor vote and failed 233-184, short of two-thirds.

Limit: None of his own versions got past committee. The record shows the proposal, not whether he has worked to balance any actual budget.

He voted against the 2021 infrastructure law, the 2023 and 2024 FAA bills, and the 2022 and 2024 water bills. In May 2026 he was one of two Transportation Committee members to vote against the five-year highway bill, after his amendment to stop moving highway money to transit failed. His own bills would keep highway money for highways, bar federal money for streetcars and repeal transit capital grants.

Limit: The laws he backed date from 2014 to 2018. From 2021 on he voted against each major highway, airport and water bill checked here, including the ones that became law.

It would require the VA and the Defense Department to offer stellate ganglion block to veterans and service members with PTSD. None of the versions has passed.

Matches stated direction

Limit: None of the bills naming Planned Parenthood became law. The 2025 law describes a class of providers instead of naming it.

What they say

His campaign says he makes exceptions for rape, incest and danger to the life of the mother.

“He makes exceptions for circumstances that involve rape, incest, and danger to the life of the mother”

What the record shows ·

He voted for the Pain-Capable Unborn Child Protection Act in 2013, 2015 and 2017 and cosponsored it in five Congresses. It bans most abortions from 20 weeks, with exceptions for the mother's life, rape, and incest against a minor. He also cosponsored the Heartbeat Protection Act in 2017, 2019 and 2021, a ban once a heartbeat is detectable whose only exception is the mother's life. And he has cosponsored the Life at Conception Act, which names no exceptions, in every Congress since 2017.

Limit: His record points both ways. The 20-week bans he voted for carry his exceptions; the heartbeat ban he cosponsored three times excepts only the mother's life.

What they say

His campaign says he will preserve and protect Social Security and Medicare, and opposes those benefits for people who are not citizens.

What the record shows ·

He backed unpassed Social Security bills on unauthorized work and 2025 Medicare limits for some noncitizens. In 2024 he opposed higher public-pensioner benefits, which became law in 2025.

What they say

His campaign says he will preserve and protect Social Security and Medicare, and opposes those benefits for people who are not citizens.

“by preserving and protecting Medicare and Social Security. He is opposed to ... any attempt to provide illegals and non-U.S. citizens with Social Security and/or Medicare benefits”

What the record shows ·

He cosponsored the No Social Security for Illegal Aliens Act in 2020, 2021 and 2023. It would stop work done without legal permission from counting toward Social Security. None passed. In 2025 he voted for the One Big Beautiful Bill Act, now law, which limits Medicare to citizens, permanent residents and two other groups. In 2024 he voted against the Social Security Fairness Act, which ended rules that cut benefits for some people with state or local pensions. It passed the House 327-75 and became law.

Limit: The bills and the 2025 vote match what he says about non-citizens. The one vote here on benefits for everyone else is his 2024 vote against higher benefits for some people with public pensions.

His campaign says Pennsylvania's natural gas, hydroelectric and nuclear power are key to making the country energy independent.

“supporting our vast natural gas reserves and harnessing hydroelectric and nuclear power”

What the record shows ·

He voted for the Lower Energy Costs Act in 2023, which passed the House 225-204. It would have barred a president from banning fracking without an act of Congress. He cosponsored that part as its own bill, which passed the House 229-188 in 2024. Neither became law. In 2024 he voted for S. 870, which carried the ADVANCE Act on advanced nuclear reactors. It passed the House 393-13 and became law. In 2025 he sponsored a bill to repeal federal energy tax credits, including those for nuclear power and clean electricity.

Limit: Neither fracking bill became law, and his tax-credit bill has not left committee. No vote on hydroelectric power is on this card.

“Banning sanctuary cities”

What the record shows ·

In 2017 he voted for the No Sanctuary for Criminals Act, which passed the House 228-195. It would have cut some Justice Department and Homeland Security grants to places that limit sharing immigration status with federal agents. In 2023 he was an original cosponsor of a bill to cut off all federal aid for at least a year to such places. Neither became law.

Limit: One bill died in the Senate and the other in committee.
